The project plans and specifications for the Upper Bluff Creek Trunk Utility Improvement
Project (Phase IIA), Project No. 91 -17B have been completed and are ready for the bidding
process. This Phase II portion of the overall trunk utility improvement project has been
somewhat reduced in scope in order to be compatible with proposed development timing
1 schedules of developing property in the area, i.e. Trotters Ridge, Pempton and Opus.
At this time, trunk sanitary sewer will be constructed from its current terminus on the east
side of Galpin Boulevard (County Road 117) adjacent to the Stone Creek development and
extended north approximately 1,600 feet to a lift station. The trunk line with then cross
under Galpin Boulevard and be stubbed to serve the proposed Trotters Ridge development.
Watermain will also be extended from its current terminus on the east side of Galpin
Boulevard adjacent to the Stone Creek development north approximately 1,600 feet. A
lateral watermain will also be placed crossing under Galpin Boulevard to serve the Trotters
Ridge development. At such time in the future that the proposed Pempton and Opus
developments are ready to move forward, these trunk lines can be extended as a part of a
Phase IIB project.
' Some relimina discussions have taken place with representatives from the Carver County

engineer's office as to the future road improvement needs for Galpin Boulevard, i.e. road
width, urban section, profile modifications, etc. which are important to incorporate into the
design and location of these utility improvements. It should also be noted that easements
will be needed from at least four properties associated with this project. It is not known at
this time if there will be any difficulties in acquiring these easements in a timely fashion;
however, it is important for all parties involved to understand that if condemnation is

necessary, the 90-day process would force this improvement project to take place in part or
' all in 1994.
I have included reduced copies of the plan title sheet and overall plan sheet with the
packets. A full set of plans and specifications are available in my office for review. The
revised engineer's estimate for the project is $420,000.00 It is anticipated at this time that
a bid opening could be scheduled for September 23, 1993 with an award at the Council's
regular meeting on Monday, September 27, 1993.
It is therefore recommended that the City Council approve the plans and specifications for
' the Upper Bluff Creek (Phase IIA) Trunk Utility Improvement Project No. 91 -17B and that
authorization be given to advertise for project bids.

Enclosed are final plans for the southern portion of Phase II of the Upper Bluff Creek
Utilities project. This portion of the project has been limited to the work necessary to serve

the proposed Trotters Ridge development. The remaining work under this phase can be
completed under a separate plan when more information is available from the proposed
1 Pemtom and Opus developments.
The project includes the construction of sanitary lift station No. 25 and extension of water '
main and a forcemain along the east side of Galpin Boulevard.
As part of this design we needed to anticipate the future plans for Galpin Boulevard. I
Through discussions with Dave Hemple and Bill Weckman of Carver County, we learned
that the roadway will most likely be upgraded to a 52 foot wide urban section with trails or
walks on each side. The road will probably be posted for a 45 MPH speed limit.

The attached plans include cross sections indicating a possible future design and the impacts
on the utilities being installed at this time. The future design shown will no doubt have to

be refined when the actual street design is done but this preliminary design should help us
now.
As part of the future roadway layout we assumed that the centerline would be shifted 10 I
feet to the west as indicated on the plans. We assumed that the road shifting could occur
by moving the PT at 66 +55, the PC at 72 +53, and the PT at 76 +41 10 feet to the west.

Please review the attached plans and let me know if you have any comments. I think that
the proposed Trotters Ridge development should make provisions for the future road

upgrading. These provisions should include addressing the effects of the future road

easements, and street grades.
I Easement acquisition for the project is proceeding but could still pose some problems. We
are acquiring easements to facilitate the future road upgrade as shown on the plans.
