1 SUBJ: Change Order No. 1, Lake Ann Irrigation Project
I This item was originally presented to the City Council for consideration and approval on
Monday, July 12, 1993, as Item le. on the consent agenda (see attachment). I was on vacation
that week and as such was unavailable to address questions of the City Council. In reviewing
1 the minutes of the July 12 meeting, I offer the following responses and information:
The change order is divided between two items:
I 1. Relocation of the irrigation pumping station from

the concession building and additional equipment $3,413
I 2. Additional irrigation zone to Field #2 $1,960
I Of the $3,413, in additional costs for item #1, $1,637 of the improvements are not related to the
new enclosure but represent additional items mandated by the city, i.e. mercoid switch, manual
I pressure relief valve, etc. The remainder of the costs associated with this item, $1,776 are
directly related to the enclosure for the pumping station. The original specifications to locate the
pumping station inside the building were developed on the same premise discussed by the
I Council, to rid the park of an additional utility enclosure. However, after further consideration,
I cannot recommend this design be utilized for the following reasons:
I 1. The existing space within the concession stand is very small, representing one -fifth of the
building's total area.
I 2. Locating the station within the building would still require a second enclosure (in addition
to the building itself) be constructed to protect the people operating the concession stand
from the equipment and visa versa.

1 3. The pumping operations include a pressure relief valve, which if needed, releases water.
The location of the pump needs to allow for this discharge without resulting in water
I damage and by providing sufficient drainage.
4. The Legion donated this building to the city at a cost in excess of $17,000 for use as a
I concession stand.
An alternative to the present recommendation was investigated. A totally self - enclosed pad
I mounted unit manufactured by Watertronics of Elm Grove, Wisconsin, was priced at $7,798.
The unit was passed over in favor of the current proposal which, with all the equivalent
equipment, is considerably less expensive. The outdoor pad mounted enclosure is currently on
1 site and is scheduled to be installed near the existing NSP utility box.
The second item of $1,960 represents an additional irrigation zone for Field #2, an addition
I which is justifiable if one assumes that the fence on Field #2 may at some point in the future be
moved back to its original location.
1 RECOMMENDATION
Approval of Change Order No. 1, Lake Ann Park Irrigation Project in the amount of $5,373 is

Mayor Chmiel: Oh yes, you're right. Okay. As Roger provided us earlier, the
Findings of Fact and Decision regarding the Schmids Acre Recreational Beachiot.
There is one addition to that that was left off what he provided us and that was
the bottom line of boats on land, one. That should be added to the Findings of
Fact and Decisions.
Roger Knutson: My notes were just inaccurate. When I got your Minutes and I
found that error just today. '
Mayor Chmiel: So with that I'd like to get approval for item (b), (g) and item
(h).
Councilwoman Dockendorf moved, Councilman Mason seconded to approve the
following Consent Agenda items pursuant to the City Manager's recommendations:
b. Findings of Fact, Schmids Acres Recreational Beachiot, as amended.
g. Approval of Accounts. '

Mayor Chmiel: I think Don took off for some things that I have some concerns
about. That is where this is a change order for Lake Ann irrigation project
whereby they're going to be requesting another $5,000.00 plus dollars to offset
some additional costs for the, as they call it, their company, Innovative
Irrigation. It was $5,373.00. Indicated that they did not have room within the
shelter portion that we have and it seems to me that I think we can probably
still make some changes in there. What I'd like to do is table this so a
resolvement can come from it. Rather than putting on another box out in the
middle of the ballfield. Another green contained metal cabinet. And if there's
nothing that can be done other than what they've indicated, I've tried to get
some answers and I've discussed it with Don. I think what we'd like to do is to
see if we can find another way of doing it. If there isn't, then we'll resolve
it back to where we're at. So with that I'd like to make a recommendation that
we table item (e) for the irrigation project.
Councilman Senn: Don, I'd also like to see just some, I mean I understand it's
a change order and $5,000.00 sounds like a little bit of money but I mean that's
over 10% of the total budget's a change order. That concerns me. But I'll move
tabling. '
Mayor Chmiel: Is there a second?
Councilman Mason: Second. '
Councilman Senn moved, Councilman Mason seconded to table action on Change Order
No. 1 for the Lake Ann irrigation project. All voted in favor and the motion
carried unanimously.

Please find attached information in regard to recommended changes to the Lake Ann Park

Irrigation contract with Innovative Irrigation. These changes have been initiated by the city to
address a variety of relatively minor issues. The changes will result in the city receiving a job
which meets the expectations of all departments associated with the project, park maintenance,
park administration, inspections and utilities. The itemized costs for these changes in contract
specifications have been reviewed and are "in- line" with industry standards.
' Approval is recommended. The current contract price, including the change order, will be
$50,870.00. The original estimate for the project was $60,000.
