BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 1 MEMORANDUM TO: Mayor and City Council ' FROM: Todd Hoffman, Park and Recreation Director 1 DATE: June 29, 1993 SUBJ: Appointment to the Park and Recreation Commission ' As you may be aware, Dave Koubsky resigned from the Park and Recreation Commission effective May 25, 1993. Dave served 2 years and is scheduled to receive a Certificate of Appreciation at the July 12, 1993, City Council meeting. As a result of this resignation, the City ' Council is in the position of needing to appoint a new Park and Recreation Commissioner. In seeking applicants, a news brief advertising the vacancy appeared for two consecutive weeks in the Chanhassen Villager, resulting in ten applications. 1 The Park and Recreation Commission conducted interviews on June 22 and June 28, 1993. The report presented to the Park and Recreation Commission enabling them to conduct the interviews ' is attached. This information is also for the City Council's use in conducting interviews and making an appointment. The criteria used for commission member selection, the interview questions, and the individual applications are included in this packet. The commission selected ' the top three candidates for recommendation to the City Council. They are, ranked from highest to lowest preference: 1) Jane Meger, 2) Clark Cummings, and 3) Rod Franks. In scheduling interviews, I attempted to pinpoint a single convenient time for both Council members and 1 applicants. Unfortunately, this attempt was unsuccessful due to scheduling conflicts (out of town trips) with two of the applicants. 1 The interviews have been scheduled for just prior to the next two City Council meetings, July 12 and 26, 1993. This schedule will allow an appointment to be made prior to the July 27, 1993, Park and Recreation Commission meeting. Membership should represent all areas of the City to the extent possible. , 2. Membership should be representative of all areas in propor- tion to the total population. 3. Membership should consider re- appointment of current outstanding members wishing to be re- appointed 4. Membership should be composed of a variety of careers and interest groups throughout the community, i.e. business com- munity, CAA, school representatives, lawyers, architects, maintenance workers, etc. 5. Mr. Koubsky has faithfully served the city in his capacity as a Park and Recreation Commissioner 1 since January of 1991. However, due to a change in employment and a move to another community, Mr. Koubsky is no longer able to fulfill his position on the commission. Dave's contribution to the public process of operating a Park and Recreation Commission has proved I valuable. The commission will toast Dave's accomplishments and bid him farewell on May 25, 1993, the night of his last meeting. I I intend to advertise this vacancy in the Chanhassen Villager on May 20 and 27. Applications will be accepted through June 15, with interviews being conducted by the commission on June I 22, 1993. The City Council will receive the commission's recommendation on July 12, 1993, having the opportunity to interview candidates if they so choose that evening.
