PROPOSED MOTION
"The City Council authorizes the preparation of a feasibility report for the 2013
Street Rehabilitation Project No. 13 -01 and approves the resolution.
City Council approval requires a simple majority vote of the City Council
present."
BACKGROUND
At the September 10, 2012 work session, staff reviewed with Council the proposed
2013 Street Improvement project areas. Staff also discussed with the Council the
need to make improvements to more local streets then are currenity budgeted for in
the capital replacment plan.
DISCUSSION
Every year the City considers streets that are in poor condition to be rehabilitated or
reconstructed. For the 2013 Street Improvement Project, staff is proposing to
rehabilitate approximately 4.6 miles of streets. The street segments within the
proposed project were identified by the City's Pavement Management software in
conjunction with site investigations and are shown below.

The proposed improvements generally consist of milling and overlaying the pavement surface.
Severe pavement distresses will be removed and replaced. Minor drainage improvements are also
proposed to be addressed in the project areas. Watermain gate valve and hydrant bolt replacements
are proposed for replacement in these areas.
A feasibility report will be prepared by the Engineering Department staff. The anticipated project
savings will be between $85,000 and $100,000 if feasibility report preparation, design and
construction observation are not outsourced.
Project Area #1: Greenwood Shores
Approximately 1.8 miles of streets are proposed to be milled and overlaid within the Greenwood
Shores neighborhood located between Powers Boulevard and Lake Lucy. The streets in this area are
37 years old and were last sealcoated in 1992 and 1997. Redman Lane and Shawnee Lane had a thin
overlay paved by public works department staff in 2000 to keep the street from completely
deteriorating.

The street conditions in this area
were last surveyed in 2010. The
Pavement Condition Indices (PCIs)
from the survey are shown on the
map below. A PCI below 45
typically warrants reconstruction;
however, the utilities in the area are
in fair condition and therefore staff
is recommending a full depth mill
and overlay of the streets at this
time. Subgrade corrections would
be done as needed.
Staff had the sanitary sewer system
televised in this area. The system is
in fair condition with only minor
repairs identified at this time. The
repairs are recommended for inflow
and infiltration issues.
The watermain in this area is ductile
iron. City records do not show any
watermain breaks in this area. It is
recommended to replace the bolts on
the valves and some hydrants at this
time.

Budgets for the proposed work were included in the proposed 2013 CIP. The budgets will be
reviewed and updated based upon current construction cost estimates.
Project Area #2: Melody Hill Area
This project area consists of 1.2 miles of streets southeast of the intersection of Trunk Highway 7 and
Trunk Highway 41. This area is proposed to be added to the project given the additional street
rehabilitation funding for 2013.

There is no curb and gutter within this project area. The area is fully developed therefore there is no
area to construct conventional storm water management facilities. Staff will gather information on
the existing storm sewer pipes and draintile within the area and provide storm sewer improvement
recommendations in the feasibility report.
The sanitary sewer material within the Melody Hill neighborhood is PVC and vitrified clay pipe
(VCP). There are no known issues with the sanitary sewer. The VCP sanitary sewer will be televised
to determine the condition of the pipe and identify if inflow /infiltration exists since this particular
material can be prone to these issues.
Cast iron watermain pipe is within Murray Hill Road, Melody Hill Road (TH 41 to Murray Hill
Road) and in West 65th Street. The remaining watermain in the project area is ductile iron pipe. The
only documented watermain break in the area is on West 65th Street, which occurred in 2003. Staff
recommends that the valves and some of the hydrants be replaced in conjunction with the project.
The type of hydrants in the area are not easy to maintain and can cause operational problems.
Typically, gate valve bolts that are in the ground and exposed to soils for this length of time have a
tendency to corrode and break.

This area is proposed to be added to the project
given the additional street rehabilitation funding
for 2013 -
The streets within this project area were
constructed in 1978 and were sealcoated in
2007. The estimated PCIs are shown on the
map.
No major storm sewer improvements are
proposed with this project area since the area is
essentially fully developed.
The watermain within this area is ductile iron
pipe. There are no known watermain breaks
within this area. It is recommended to replace
the bolts on the valves and some hydrants at this
time.
The sanitary sewer is ABS pipe. It is
recommended that the sanitary sewer be
televised to determine if there are any structural
deficiencies and/or inflow /infiltration issues
with the pipe.

Project Area #4: Sandy Hook
This area is proposed to be added
to the project given the additional
street rehabilitation funding for
2013. Most of the streets within
this area were constructed in
1975; Sandy Hook Circle was
constructed in 1981. Non-
structural overlays were done in
2000 and 2011 and a slurry seal
was done in 2001, however the
estimated PCIs are low: between
13 and 34.
Due to the fully- developed
condition within this area, there is
no opportunity to install
stormwater management facilities
within the area.
The watermain within this area is ductile iron pipe; there are no documented watermain breaks. It is
recommended to replace the bolts on the valves and some hydrants at this time.
The sanitary sewer in this area is PVC pipe. There are no known issues with the sanitary sewer pipe.
TRAILS
The Parks Department has plans for making improvements along the south side of Rice Marsh Lake.
The City of Eden Prairie recently completed a trail extension from Dell Road to Chanhassen's eastern
border. This new trail extension also crosses TH 212 at an underpass and extends to Lyman
Boulevard. If the south section of the Rice Marsh trail is constructed, a trail loop would be completed
around Rice Marsh Lake. Also Chanhassen's eastern trail network would have another connection to
the regional trail system. The preliminary estimate for this trail section is $200,000.
PROJECT FUNDING
Funding for the project is anticipated to come from several sources. Forty percent (40 %) of the street
improvement cost would be assessed back to the benefiting property owners, per the City's
assessment practice. The remaining 60% of the street cost would be a City cost. Each project area
would have its own proposed assessment. Funding for the Greenwood Shores neighborhood streets
(Project Area #1) is proposed to be paid for through the revolving assessment fund. The other project
area and the Rice Marsh Lake Trail are proposed to be paid for out of the cable TV fund. The storm
sewer, sanitary sewer and watermain improvements replacement costs would be funded by the
respective utility funds in the annual utility budgets.

At the September 10 work session, staff had identified several other streets that are proposed to have
improvements made in 2015 but are currently not funded. These additional street improvements are
proposed to be funded using additional cable TV funds in the amount of $455,000 and $600,000 from
the equipment replacement fund for a total of $1,055,000 in additional street improvements.

WHEREAS, the areas for improvements in 2013 are as follows:

NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council hereby authorizes
the City Engineer to prepare a feasibility study for the 2013 Street Improvement Project, City Project 13 -01
to advise the council in a preliminary way as to whether it is necessary, cost - effective, and feasible and
whether it should best be made as proposed or in connection with some other improvement. The report
must also include the estimated cost of the improvement as recommended, a reasonable estimate of the
total amount to be assessed, and a description of the methodology used to calculate individual
assessments for affected parcels.
