AIS Reportr Preliminary 2012 Annual Aquatic Invasive Species Report September 2012 Voluntary Watercraft Inspections Program Trained inspectors will be employed to help educate watercraft users about AIS and inspect watercraft at city -owned public water accesses. Inspection hours will be distributed over peak use times. During a 20 -week period in 2012, approximately 2,740 education and inspection hours will primarily be funded with contributions totaling $48,971 received from four sources: Riley Purgatory Bluff Creek Watershed District $25,000 City of Chanhassen 10,000 MN Department of Natural Resources 7,750 Lotus Lake Conservation Alliance 6,221 Sub -Total $48,971 City Administration $13,700 Total 2012 Program $62,671 The city contracted with Volt Workforce Solutions to provide aquatic invasive species (AIS) education and voluntary watercraft inspections at a rate of $15.75 per hour. The cost of AIS policy review, program administration, and administrative support services is estimated at $5.00 per inspection hour, for a total of $13,700. Of the $48,971 specifically programmed for this project, $41,816 was used for education and voluntary inspection employment hours and $7,155 was invested in Volt Workforce Solution employee supervision, training, uniforms, materials and equipment. This education and voluntary inspection program took place at three city -owned public water access points —Lake Ann, Lake Susan and Lotus Lake —at peak use times, generally from 6 a.m. to 10 a.m. and again from 4 p.m. to 8 or 9 p.m., Monday thru Thursday; and from 6 a.m. to 8 p.m. on Friday, Saturday and Sunday. Through September 3, 2012, 2,761 watercraft inspections have been tallied at the three public water access sites. Lotus Lake 2,010 Lake Susan 406 Lake Ann* 345 *Lake Ann is a non - motorized water body. 1 The average per hour inspection rate for the three locations during the time period May 12 to August 10, 2012 is: Lotus Lake 1.64 watercraft per hour Lake Susan 0.57 watercraft per hour Lake Ann 0.48 watercraft per hour Of the 2,761 inspections recorded between May 12 and September 3, 2012, a total of 2,663 watercraft (96.5 %) arrived at the public access in compliance with state laws pertaining to aquatic invasive species. A total of 98 watercraft (3.5%) were noted as having a violation upon arrival at the access. The violations noted at arrival include: Aquatic plants on watercraft /trailer 49 Bilge Plug in place 45 Water on -board or in motor 4 Upon exit from a public water access ramp, aquatic plants were cleaned from 64 watercraft /trailers and water was noted as still remaining on board in 2 watercraft. In addition to dozens of Volt Workforce Solutions employees, all Carver County Sheriff's deputies have been trained in AIS enforcement. Best Management Practices for Water Access Minnesota Department of Natural Resource's "Best Management Practices for Water Accesses" will be implemented at city -owned public water accesses. On February 27, 2012, staff reviewed proposed action steps for a 2012 Aquatic Invasive Species Program, including proposed best management practices (BMP) for city -owned boat access sites with the City Council. The goal is to educate the public about the presence of aquatic invasive species (AIS) in our environment and how best to avoid spreading these species. Existing BMPs were inventoried and proposed BMPs were evaluated for both entering and exiting watercraft. The Minnesota Department of Natural Resources delivered a variety of AIS education signage to the city for installation at public water locations. Signage kiosks were manufactured and installed at all three city -owned public water access locations and a "clean in /clean out" street stencil was purchased to facilitate painting this message on the in -bound and out -bound approaches to each access. In total, $4,900 was invested in materials and supplies for Best Management Practices for water access improvements. The largest portion of the 2012 BMP proposal, $11,400 for additional asphalt, was not completed to minimize additional hard surface areas at the landings. The city will continue to procure and install AIS educational signs as they become available and implement any new BMPs that are identified and approved. Grants and Collaborate with Other Project Partners City Council and staff have worked with numerous agencies and organizations in an effort to protect area lakes from infestation by aquatic invasive species. Discussions between the Minnehaha Creek Watershed Districts and officials from area municipalities were initiated on March 10, 2011. Subsequent to this meeting, additional organizations became involved in seeking a solution including the MN Department of Natural Resources, Carver County Parks, Riley- Purgatory -Bluff Creek Watershed District (RPBCWD) and lakeshore associations and homeowners from Minnewashta, Christmas and Lotus Lake. As a result of this collaboration, the City of Chanhassen, RPBCWD, and the Lotus Lake Clean Water Alliance participated in a program to inspect watercraft entering and exiting Chanhassen area lakes with a city - owned access point. In addition, the Department of Natural Resources offered training for inspections and funds to help defray the costs of the inspection program. The cost of the program was divided between the participants as follows: • Riley- Purgatory-Bluff Creek Watershed District $25,000 • City of Chanhassen $10,000 • MN Dept. of Natural Resources $7,500 • Lotus Lake Conservation Alliance $6,221 The City of Chanhassen administered the program and performed all database management and reporting and other tasks necessary to comply with grant requirements. The city also was responsible for installation and maintenance of signage. The Minnehaha Creek Watershed District collaborated with the Christmas Lake Association, the Lake Minnewashta Association and Carver County Parks to administer similar programs on Christmas Lake and Lake Minnewashta. The city was not involved beyond planning level because of the unique character of these lakes. The boat launch for Lake Minnewashta is owned by Carver County Parks and the Christmas Lake boat launch is in Shorewood. Public Awareness and Education on AIS The City of Chanhassen sponsored a public meeting on aquatic invasive species at the Chanhassen Recreation Center on October 29, 2011. This meeting is available on -line on the City's website, as are numerous links to other educational resources concerning aquatic invasive species, as well as general lake management information. Staff from the MN Department of Natural Resources, the Lotus Lake Clean Water Alliance, the Christmas Lake Association as well as staff members from the City of Chanhassen and other concerned community members provided input at this meeting. During the 2011 boating season, the city received signs from the Minnesota Department of Natural Resources that were placed at the Lotus Lake boat launch. In 2012, additional signage was added at Lake Susan and Lake Ann. Other methods to disseminate information included literature and pamphlets available at city offices and collaborating with Minnehaha Creek Watershed District and Carver County Environment and Natural Resources on drafting articles for the Connection, the Villager and other publications.
