The developers fir! the Gateway West Business Park formally petitioned for the improvements and have provided the City with , :essary security for the cost of the study. Attached is the completed feasibility study identifying the I - elements elements associated with this utility improvement project. One of the unique aspects of this project " peratively serving sewer and water to this site via the city of Chaska. The necessary agreements tit_ ; . -:..1 {.:hanhassen and Chaska are in place to allow for this service to occur. The remaining portion of this proposed development will have utility service in the future from the city of Chanhassen. I The estimated cost for the sanitary sewer and watermain improvements as described is $101,200.00. These improvements are considered to be lateral in nature and solely benefitting the Gateway West Business Park. I Therefore, the entire cost associated with this improvement project is being assessed to the Gateway West Business Park. Additional trunk sanitary sewer and water area charges as established for the Bluff Creek District will also be levied against this property. The only action necessary is for the Council to formally receive the feasibility study and call for a public hearing at the February 8, 1993 City Council meeting at which time a formal presentation of this study will be made and public input can be heard. It is therefore recommended that the City Council formally receive the feasibility study for utility improvements to the Gateway West Business Park - Phase 1 and call for a public hearing on February 8, 1993, Project No. 92- 1 17. jms 1 Attachment: 1. ' I TO: Don Ashworth, City Manager " v 1 i - - f Y FROM: Charles Folch, City Engineer % , b�� -- '.y 1 DATE: November 17, 1992 _ _L / -.M -?a- I SUBJ: Authorize Preparation of Feasibility Study for Extension of Utilities to Gateway West Business Park Project No. 92 -17 1 Over the past few months staff has had a number of discussions and meetings with I representatives of the Gateway Partnership /Opus Corporation concerning office /industrial development of the 160 -acre parcel located in the southeast quadrant of Trunk Highway 5 and Trunk Highway 41. Concept plans have been submitted to the Planning Department I for review which depict the first phase of development occurring in the southwest corner of the property immediately north of 82nd Street which is the corporate limits between Chanhassen and Chaska. This location for Phase I is primarily dictated by the timing of 1 sanitary sewer and water service to the property. The overall property was previously proposed to be served by Phase II of the Upper Bluff Creek Trunk Utility Improvement Project; however, it will likely be a few years before these trunk utility improvements are 1 able to serve the property. I During the discussions and meetings with the Metropolitan Council, Metropolitan Waste Control Commission and the City of Chaska concerning interim diversion of Chaska sewer flow through Chanhassen into the Lake Ann Interceptor, four areas in Chanhassen were I identified as being more logically served by gravity flow to Chaska. The southwest corner of the Gateway Partnership /Opus Corporation property (Phase I) was one of the four sites identified. 1 The City of Chaska and the City of Chanhassen are prepared to execute an agreement to allow these four defined areas to be served by Chaska. From a timing standpoint, sanitary I sewer and water service to Phase I of the Gateway Partnership /Opus development is more readily available from Chaska. 1 t. • PRINTED ON RECYCLED PAPER 1 1 Don Ashworth November 17, 1992 Page 2 1 I have received an estimate of $2,100 to prepare the feasibility report to identify the specific improvement elements and associated costs with this proposed project. It is therefore recommended that authorization be given to prepare the feasibility report for this extension of utilities to Gateway West Business Park, Project No. 92 -17 conditioned upon the City of Chanhassen and the City of Chaska executing the Joint Utility Service Agreement and the that the developer, Gateway Partnership /Opus Corporation, provide a cash escrow or letter of credit in the amount $2,100 to secure the cost for this study. ktm Attachments: 1.
