SUBJ: Appointments to the Park and Recreation Commission

On December 15, 1992, five applicants were interviewed in order to select candidates for
vacancies on the Park and Recreation Commission. The applications submitted are attached.
These interviews were carried out by the four members of the commission eligible to do so --
Fred Berg, Wendy Pemrick, Chairman Larry Schroers, and Dave Koubsky. Interviews
1 commenced at 7:00 p.m., lasting approximately 15 minutes each.
A, of January 1, 1993, four positions on the commission were available. Commissioners Lash
1 and Andrews are seeking reappointment for two of these positions. The other two vacancies are
a result of Commissioner Pemrick not seeking reappointment and the resignation of
Commissioner Erickson due to a job transfer. The commission ranked each of the candidates
using a point system, reflecting on the manner in which they addressed a series of questions.
The commission also considers a list of criteria when making their recommendations to the City
Council (see attachments for a list of the interview questions and criteria).

Upon conclusion of their discussion that evening, the Park and Recreation Commission

unanimously recommended that Commissioners Lash and Andrews be reappointed to their
1 positions and that Ron Roeser, 222 Chan View and James Manders, 6791 Chaparral Lane be
appointed to fill the two vacant positions; with Robert Smithburg, 8657 Chanhassen Hills Drive
North as an alternate choice.

1 CRITERIA FOR COMMISSION SELECTION
1. Membership should re resent all 11 areas of the City to the
extent possible.
1 2. Membership should be representative of all areas in propor-
tion to the total population.
3. Membership should consider re- appointment of current
outstanding members wishing to be re- appointed
1 4. Membership should be composed of a variety of careers and
interest groups throughout the community, i.e. business com-
munity, CAA, school representatives, lawyers, architects,
1 maintenance workers, etc.
5. Membership should, to the extent possible, include a variety
' of age groups.
6. Candidate selection should be based on the interview.
