Sun outages are a normal part of satellite operation and occur every year in the spring and fall. 1 Outages occur when the orbital positions of the earth, satellite dish earth stations, and the sun are aligned. Normally, earth 1 stations receive transmissions only from satellites beaming cable signals to us. During periods of strong solar flares, the solar waves overpower the satellite signal, and earth stations pick up both transmissions. This usually results in noisy 1 outages called "sun outages." There is nothing that can be done to prevent these outages. 1 The upcoming sun outage period will begin Saturday, February 27 and will end Saturday, March 13. The outages will last less than 20 minutes a day. Box 27300 Minneapolis, MN 55427 1 Dear Doug: F 1 I have had an opportunity to review your request that you be copied on all documents being supplied to the Highway 5 Task Force. You have to realize that the Highway 5 Task Force is a work group that has been designated by the City Council to develop corridor plans for review 1 and consideration by the Planning Commission and ultimately by the Council themselves. As a work group, none of their meetings could be classified as public hearings. Yet we have gone 1 to the effort and considerable expense to place you and anyone else who has asked on the mailing list to receive agenda notices. This is not required by law and is simply a part of our continuing efforts to keep people as informed as possible. Official public hearings will of course 1 ultimately be held on this plan and the city will do what we always do which is exceed legally mandated notification requirements. In your letter, you stated a belief that there is a finite number of land owners in the corridor and 1 implied that I shouldn't be concerned with the cost of reproduction and mailing. Your assertion is based on a misunderstanding of several factors. First of all, I have just completed a mailing to all property owners within the designated Highway 5 corridor regarding a potential moratorium, a total of 77 notices were mailed out. Secondly, your perception that only people who own land in the corridor are interested in the outcome of the corridor study, is also wrong. 111 The Highway 5 project is of major importance to what kind of community Chanhassen is to become and this affects each of the current 13,000 people who live here and 6,000 people who work here. 1 However, my concern with the implications of your request goes beyond the outright cost in staff and copying of materials as you requested. The materials that we present to the task force come from two sources including my department and the consultants we have hired. Some are handed out in packets and others are handed out at meetings. In any event, these are working drafts of materials that have never been reviewed by the task force until their meeting occurs. 1 t 4 PRINTED ON RECYCLED PAPER 1 1 1 Mr. Dou g Kunin February 8, 1993 Page 2 This group needs an opportunity to discuss the materials, come to an understanding on them, and 1 direct staff as to what changes need to be made before they are incorporated into any kind of document designed for public consumption. We have welcomed your attendance at these meetings, and I believe the task force chairs have been fairly generous in allotting you and others ' time to comment. However, I go back to the fact that this is a work group and they need to have the opportunity to conduct this work. When we undertook to draft the Comprehensive Plan with the Planning Commission, the Commission's work sessions were open to the public, as are the ' Highway 5 Task Force meetings. In that case however, the Planning Commission Chair would not allow non - Planning Commissioners to speak at these meetings until their thought process was ' complete and comments were being specifically requested. When documents are ready for public review and comment at neighborhood meetings or public hearings, we of course make these available to interested parties free of charge whenever possible. However, as I have noted above, ' I do not believe that this applies with working drafts being considered by the corridor task force. I am prepared to mail you copies of packet materials after the task force has completed its discussion on a particular item. For example, I do not want to have copies of road alignments ' circulating after the task force has eliminated them from consideration. It is a situation we run into frequently. -City policy requires that bedroom windows be brought :up to current aide requirements for emergency egress when the entire window is replaced. Sash replacement alone does not require the window to be brought up to code. This policy reflects the interpretation of the state codes & standards division as well as agreements amongst area cities.
