1 SUBJ: Ordinance Amendment to Winter Street Parking Regulations
Section 12 -16 of the Chanhassen City Code
Attached is the amended ordinance to the Chanhassen City Code concerning winter parking regulations. The
purpose for this amendment is twofold. First of all, in recent years staff has received some public comment
1 concerning the definition of a "significant snowfall" event which necessitates snow removal as described in the
existing ordinance, Section 12 -16. To address this issue, a plowable snowfall event has been defined in the new
amended ordinance to be two (2) inches or more of snowfall accumulated on the street. Secondly, it has been
1 brought to my attention by Street Superintendent Mike Wegler that it is becoming increasingly more difficult
for the current level of maintenance staff and equipment to be able to plow all local streets by 6:00 a.m. as stated
in the existing ordinance. Each year, new development adds additional miles of streets to the City which requires
additional maintenance and snow plow responsibility. In order to avoid the necessity for additional staff or
1 equipment at this time, the nighttime plowing hours have been adjusted to begin one hour earlier and end one
hour later through the night and early morning. The amended ordinance will prohibit parking between 1:00 a.m.
and 7:00 a.m. providing an additional two hours of snow plowing operations.
1 This amended ordinance has been discussed and developed with input from both the Public Safety Department
staff and the Street Maintenance Department staff and is mutually agreed as being an appropriate amendment
1 to the current ordinance.
It is therefore recommended that the City Council approve the first reading of the amended Ordinance Chapter
12, Section 16 concerning winter parking regulations.

THE CHANHASSEN CITY CODE CONCERNING
WINTER PARKING REGULATIONS
' THE CITY COUNCIL OF THE CITY OF CHANHASSEN ORDAINS:
' Section 1. Section 12 -16 of the Chanhassen City Code is amended to read:
' 12 -16. Winter Parking Regulations. On- street parking is prohibited between
November 1 and April 1 between the hours of 1:00 a.m. and 7:00 a.m.
On- street parking is also prohibited when there is two inches (2 ") or more of
' snow on a street until the street has been plowed curb to curb.
Representatives of the Carver County Sheriff's Department, Minnesota State
Patrol, and Chanhassen Public Safety Department shall have the authority to
' impound vehicles in violation of this ordinance.
Section 2. This ordinance shall be effective immediately upon its passage and
' publication.

(b) When a fire lane has been ordered to be established pursuant to this section it shall be
marked by a sign bearing the words "No Parking —Fire Lane —by Order of Fire Department"

or striped in a manner to indicate no parking. When the fire lane is on public property or a
public right -of -way, the sign or signs shall be erected by the city, and when on private
property they shall be erected by owner at his own expense within thirty (30) days after he has

been notified of the order.
(c) After a sign has been erected in accordance with subsection (b) of this section, no
person shall park a vehicle or otherwise occupy or obstruct the fire lane.

Sec. 12-15. Parking or standing of vehicles exceeding specified height.
No person shall park or permit to stand any vehicle exceeding six (6) feet six (6) inches in
height on West 78th Street between its intersection with Great Plains Boulevard and Laredo
Drive.

Sec. 12-16. Snow emergencies.
In order to expedite the prompt and efficient removal of snow from the streets of the city,
no person shall stop, stand or park any vehicle or permit it to stand on any street within the
city between November 1 and April 1, between the hours of 2:00 a.m. and 6:00 a.m. on any
day. No person shall park or allow to stand any vehicle on any street within the city when
snowfall necessitates removal and until such street has been plowed and the snow removed to
the edge of the pavement.

Sec. 12-11. Parking of boat trailers on South Shore Drive, South Shore Court and Hill 1
Street.
(a) Definitions. The following words, terms and phrases, when used in this section, shall

have the meanings ascribed to them in this subsection:
Boat trailer means any device used to transport any watercraft when pulled behind any
motor vehicle.
Watercraft means any contrivance used or designed for navigation on water other than a
seaplane.

(b) Parking restrictions No person shall park a boat trailer on South Shore Drive, South
Shore Court or Hill Street. The city engineer shall mark by appropriate signs each aforemen-
tioned street.
