In early 1992 the City Council received a draft five -year capital improvement program for
1 street reconstruction which was developed from the City -wide pavement management study
conducted by Orr - Schelen - Mayeron & Associates (OSM) in 1991. You may recall that the
pavement management study identified the Chanhassen Estates subdivisions as the highest
1 priority area with streets in need of reconstruction. The study indicated that due to the
extent of deterioration and apparent subsoil problems that maintenance -type repair
1 strategies such as crack filling, sealcoating and even overlaying would not correct inherent
problems and any money spent on these types of maintenance repair efforts would be
essentially wasted.
1 In March of this year a letter was sent to all of the residents in the Chanhassen Estates area
to inform them of the results of the pavement management study and to conduct a survey,
1 based on the information provided, as to whether or not they would recommend the City
moving ahead with conducting a formal feasibility study to identify the primary elements,
costs and potential special assessments associated with the street reconstruction program for
the Chanhassen Estates subdivisions (see attached). A total 128 letters /surveys were sent
out. Staff received a total of 53 survey responses to this inquiry. 32 of the 53 responses
(60 %) indicated that they supported the idea of the City conducting a detailed feasibility
1 study. Another 12 responses indicated that they would wish for the City to not spend any
more money on studies and just reconstruct the streets accordingly. Some of this group,
however, indicated that they did not want to be assessed for any reconstruction costs. State
1 Statute §429 requires that the City follow a specified project process which includes the
preparation of a project feasibility study. Five responses indicated that they would be
interested in attending neighborhood meetings to acquire additional information. The final

four responses indicated that they did not wish for the City to pursue the idea of street
1 reconstruction in the Chanhassen Estates area and that they were in favor of their streets
remaining at status quo.
1 The purpose for conducting this survey was to acquire resident input as to whether they
believe the City should proceed with the process to conduct a formal street reconstruction
' project. The next step would of course be the preparation of a feasibility study. I have
contacted Mr. David Mitchell of OSM to request a cost proposal to prepare the feasibility
study (see attached). He has estimated that the cost would be approximately $14,400.
' Additional services as identified in the proposal dated April 23, 1993 will be billed on an
hourly basis.
' It is apparent from the results of the survey that the majority of the resident responses
would favor conducting a feasibility study. It is therefore recommended that the City
Council authorize the preparation of a feasibility study for street reconstruction and
' drainage improvements in Chanhassen Estates subdivisions, Project No. 93 -10, and that
OSM be designated as the project consultant engineer.

This letter is in response to your request for an estimate of our fees to provide a
1 Feasibility Study for the reconstruction of the streets in the Chanhassen Estates area.
The following is the basis used to estimate the fees for this task.

' On April 21, 1993 we discussed the possibility of two (2) neighborhood meetings and the
possibility of meeting with individual property owners to discuss the project. The 1983
Contract for Engineering Consulting Services calls for a maximum of six (6) public
' Council meetings and public hearings to be included in the basic fee. It is my opinion
that the neighborhood meetings would fall into this category. Individual meetings with
concerned property owners would not be a part of the basic fee. You and I estimated
' ten (10) meetings with individual property owners. Billing of these meetings would be
on an hourly basis. This cost would be in addition to the previously estimated fees and
is estimated at $2,000.
' The total estimated fee to provide services through the Feasibility Study is $14,400.
Costs for survey needs, soils investigations, comprehensive studies, analysis of more than
one (1) alternative for storm water discharge, and preliminary assessment rolls would be
billed on an hourly basis and would add to this estimate.

Over the past few years many of you have contacted myself or other City staff regarding the
1 condition of the streets within the Chanhassen Estates subdivision. Those of you who have
discussed these matters with me learned that the City was undertaking a study on the
condition of all the local streets within the City. At this point in time I believe that it is
1 appropriate to provide you with some background history and an update on the completed
City -Wide Pavement Management Study.
In late 1990, the City's Engineering Department, with the assistance of the consulting
engineering firm of Orr - Schelen - Mayeron & Associates (OSM) embarked on a City -wide
study of the condition of all of the local streets. The purpose for the study was to
' accomplish a number of goals including cataloging each street infrastructure, identifying
problems inherent with the street, assigning the appropriate repair strategy, estimating the
cost of the needed repairs and prioritizing streets needing repair. Data accumulated for
each street was entered into the CalTrans Pavement Management computer program for
processing.
1 Based on the extent of road surface deterioration and subgrade soil problems, the CalTrans
program assigned repair strategies ranging from "do nothing" to crack filling and seal coating
' to overlaying to total street reconstruction. Streets recommended for total reconstruction
were then ranked and prioritized in terms of need. A draft 5 -year capital improvement
program for street reconstruction was developed and presented to the City Council in early
' 1992. Streets recommended for sealcoating or overlaying will be administrated through
annual street maintenance programs.
' As many of you might expect, the Chanhassen Estates subdivision ranked as the highest
priority area with streets in need of reconstruction. It is also evident from this study report
that due to the extent of deterioration and apparent subsoil problems of the streets in the

Chanhassen Estates area, other repair strategies such as crack filling, sealcoating and even
overlaying would not solve the problem and any monies spent on these types of repair
efforts would essentially be wasted.
The City would like to hear from you, the residents from the Chanhassen Estates
subdivision, to assist in determining whether or not a detailed feasibility for a street
reconstruction in your area should be conducted. I have attached a brief questionnaire as
to your thoughts and ideas regarding your streets. Please fill out the brief survey and return
by mail or deliver in person to City Hall by April 16, 1993. A copy of the Pavement
Management Study is available for review in the Engineering Department during normal
business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m. Thank you in advance for
taking the time to complete this survey.

Residential streets rarely fail due to fatigue from
overloading. A common failure is from foundation failure
and most often this type of failure is from moisture
intrusion.
1 The failure I observed is consistent with the type of
distress that comes from water in the soil support system.
' The Blacktop and the aggregate base course will have to be
removed and replaced. Then the soil support system will
have to be addressed in terms of drainage.
' Some suggestions for drainage are adequate side slope of
the soils and edge drains added to remove the water,
adequate side slope and a drainage layer (8 ") placed
between the soil and the aggregate base course or a
geotextile soil fabrics placed in lieu of the drainage
layer.
' Project costs would be calculated and the most feasible
construction could be accomplished.
The attached designs are for estimates only. The length
' and width were assumed at 4224'by 22' and the construction
cost is only an estimate since I don't know the costs in
your area.

1. What's left to discuss. The street needs replacement patching and filling
pot holes is only delaying the inevitable, ultimately costing the city and
the tax payer, me, more money.
2. It's already been identified in a study as the highest priority, why would
the city spend more money on a detailed feasibility study? Who is going to
pay for this, the taxpayer?
3. This is not just fixing something for cosmetic aesthetics, this is a public
safety issue. The road is a safety hazard, who is going to be held
accountable when someone gets hurt from twisting their ankle while walking,
falling off a bicycle, being hit by a car that looses control after
bouncing in and out of the ruts and pot holes. The city will be
responsible and once again the tax payer will bear the burden for the
payment of the lawsuit that will result.
I have heard that there is opposition to the replacement because someone thinks
it makes people drive slower making it safer. This is a false sense of
security. My personal observations have been this doesn't deter people from
driving fast. They are going to drive fast regardless and they do that now.
This is a traffic enforcement problem to be handled by the Carver County
Sheriffs Department. A few tickets issued is the solution to this problem.
They do make street signs that read "slow children at play ", wouldn't this be a
more reasonable approach than not fixing the road.
The residents of a community have basic expectations that need to be met. A
safe road to travel on is one of those. What have you people been doing with
the tax money? It certainly hasn't been going to road repair!!
