You may recall that this project was petitioned by three land owners /developers (Carlson, O'Shaughnessy and Gateway West /Opus) who either own or have secured development rights for the majority of the property potentially benefitting from this improvement project. The Upper Bluff Creek Phase II program proposes to extend sanitary sewer north along Galpin Boulevard from its current terminus with Phase 1 at the Stone Creek subdivision and extend north along Galpin Boulevard to a proposed lift station located near the City cemetery then crossing County Road 17 (Galpin Boulevard) and extending west northwesterly through the O'Shaughnessy and Gateway West properties. Trunk watermain is proposed to be extended from two locations on County Road 17 (Galpin Boulevard). The northerly connection will be made with the trunk watermain improvement Project No. 92 -5 and extended south along Galpin Boulevard crossing Trunk Highway 5 to make a connection with current Phase I trunk watermain terminus located in the Stone Creek subdivision, thus completing the loop. This trunk watermain will also be extended west through the O'Shaughnessy and Gateway West properties and then extended north along Trunk Highway 41 to Trunk Highway 5. The estimated project cost including legal, administrative, engineering and interest costs is estimated to be approximately $1.5 million. Special assessments to benefitting properties for these trunk utility improvements has been previously established by the City Council at $970 per unit for trunk sanitary sewer and $1,275 per unit for trunk watermain. Lateral benefit assessments are also proposed where applicable. At this time it is staff's recommendation that the City Council formally receive the feasibility report for Phase II of the Upper Bluff Creek Trunk Utility Improvement Project No. 91 -17B and call for a public hearing on Monday, June 14, 1993. The proposed improvements would begin at the current terminus for the Phase I improvements which are scheduled to be completed in 1993, and extend north along Galpin Boulevard then west through the O'Shaughnessy property and extending into the proposed Gateway West Business Park development. The estimated cost to prepare this feasibility is $7,200. Consistent with the City's policy on similar projects in the past, it is proposed that the developers secure the cost of preparing this study in the form of cash escrow or letter of credit. Given that this project has multiple petitioners involved, it would seem reasonable to have them share in securing the cost for the study based on a proportionate share of land area involved. If and when the project is ordered, the secured monies will be returned or applied toward project assessments accordingly. Following discussions at the last City Council meeting concerning potential development along the Trunk Highway 5 corridor, it became quite clear that the Council would prefer to have the Trunk Highway 5 Corridor Task Force Study completed and approved prior to committing to development proposals which would potentially affect the Trunk Highway 5 corridor. It is expected that this corridor study would not be completed for another 6 to 8 months. While it may not be appropriate to order this project until the findings of the corridor study are known, completing the feasibility study to identify specific elements would allow the preliminary work to be completed. It is therefore recommended that the City Council authorize the preparation of the • feasibility study for Phase II of the Upper Bluff Creek Trunk Utility Improvement Project No. 91 -17B conditioned upon the City receiving security in the amount of $7,200 in the form �f � PRINTED ON RECYCLED PAPER Don Ashworth January 19, 1993 Page 2 of a cash deposit or letter of credit to guarantee costs for the study. City of Chanhassen 690 Coulter Drive Chanhassen, MN 55317 Re: Upper Bluff Creek District Utilities - Phase 2 Our File No. 393 Gen Dear Charles: As requested, we have reviewed the necessary utility extensions to service the area West of Galpin Boulevard and South of Highway 5. With the receipt (or anticipation of receipt) of petitions from the Carlson, O'Shaughnessy, and OPUS properties, the feasibility of completing the next phase of the Upper Bluff Creek District Utilities becomes more possible from a revenue standpoint. I have taken a brief look at the utilities required to service the area and the possible assessments from the improvements. The attached figures show the sewer and water extension proposed (indicated by hatch markings). The estimated improvement costs would be $450,000 for sanitary sewer and $910,000 for water main. The estimated trunk assessments for the three properties would be approximately $1,600,000 total. Additional lateral benefit assessments will also be appropriate. It appears at this point that the project would generate a positive cash flow. However, the proposed improvements do not include an additional well and water tower that will be required as demand increases. Based on the above scope and an approximate construction cost of $1,050,000, a feasibility report could be completed for approximately $7,200. The costs for the report would be credited towards the plans and specifications design fee if the project proceeds. The report could be presented approximately 6 weeks after being ordered and the hearing could be held approximately 10 weeks after being ordered.
