Mayor Furlong called the meeting to order at 5:40 p.m.

INTERVIEW APPLICANT FOR SENIOR COMMISSION.
Council members introduced themselves before asking Jackie Engel to discuss why she was interested in
serving on the Senior Commission, concerns of seniors in Chanhassen, and what her experience from
working at Tree House can bring to the Senior Commission.
FOLLOW UP REPORT, AQUATIC INVASIVE SPECIES POLICY.
Todd Gerhardt introduced the AIS report outlining practices and outcomes of the program in which Todd
Hoffman oversaw the administration of the VOLT Temporary Services inspection program. Mayor
Furlong asked for clarification of the inspection process and VOLT services. Councilwoman Ernst asked
about boater response to the inspection program. Councilman McDonald asked how compliance in
Chanhassen lakes compared to other lakes in the state. Councilman Laufenburger asked how data was
recorded, differences with LLCA recording, and asked for additional information on which lakes
watercraft are coming from. He suggested the need to resolve the issue of getting information from two
different sources. Todd Hoffman reviewed best management practices at city accesses and noted there
were no citations issued to staff’s knowledge. Terry Jeffery reviewed grants and collaboration with other
partners, i.e Watershed Districts, County and DNR as a means to defer costs, future partnership
opportunities and plans for public awareness and education. Councilman McDonald asked about the
possibility of getting the same size grant from DNR next year, clarification of grant money available to
watershed districts and DNR that aren’t available to cities, how the city will be able to maintain the
current level of inspection service in the future, and timeframe for when funding amounts will be decided
by government agencies. Councilwoman Ernst asked when and how much grant money will be allocated.
Council members discussed where funding will come from in the city’s 2013 budget. Mayor Furlong
thanked staff and everyone involved with getting this program together so quickly and suggested staff
continue to learn from other governmental agencies on what worked for them. Councilman Laufenburger
asked that the number of watercraft on the lake when inspections begin at 6:00 a.m. be recorded.

TH 101/CR 61 INTERSECCTION AND BRIDGE IMPROVEMENTS.
Paul Oehme introduced Lyndon Robjent, Carver County Engineer and Sheila Coope with MnDOT.
Mayor Furlong asked about funding sources. Paul Oehme reviewed the 4 lane design for the Minnesota
River crossing bridge , and CSAH 61 improvement project with Hennepin County for a 3 lane design.
Lyndon Robjent explained funding options associated with switching projects associated the bridge. Paul
Oehme discussed the realignment options for Carver County’s CSAH 61 Y project improvements,
tentative schedule between now and Summer, 2015 when Hennepin County construction will start, and
explained that MnDOT is looking to advance the bridge project bidding to the summer of 2013. Lyndon
Robjent asked the council to keep in mind when planning future options that construction costs are really
expensive. Mayor Furlong agreed that the City should continue to look long term when planning.
The work session was adjourned at 7:00 p.m.
