RE: Annual Meeting, Nominations for AMM Officers and Board and Directors, Innovative 1 City Award, Peacemaker Award Spring has sprung, the grass s iz riz; I wonder where AMM's Annual Meeting iz?! i 1 L ANNUAL MEETING, WEDNESDAY, MAY 26,1993: The 1993 AMM Annual Meeting will be Wednesday evening, May 26 at the Minnetonka Community Center. A reception/social hour will kick off the evening at 5:30 p.m., with dinner and the 1 business meeting to follow. A detailed meeting notice and program agenda will be mailed around the fast of May. We 1 encourage you to mark your calendars NOW for Wednesday evening, May 26,1993. IL NOMINATIONS FOR BOARD AND OFFICER POSITIONS WANTED: 1 A Nominating Committee was appointed by the Board on March 4. Members are Bob Long, Chair AMM Past President, St. Paul Council; Tom Egan, Eagan Mayor, Kevin Frazell, Cottage Grove Administrator, J. Diann Goetten, Orono Council; Nancy Jorgenson, Fridley Council, and Jim Prosser, Richfield Manger. I The offices of President, Vice President and eight Directors are up for election. Your input is needed in suggesting good candidates for these positions. If you know a city official you would like to see 1 considered for nomination, please forward his or her name and a brief resume to the AMM Office, attention Vern Peterson no later than Wednesday, April 14. I Responsibilities of the Board of Directors: The Board of Directors is responsible for the overall management and administration of the AMM staff and activities, and exercises its responsibilities through the Executive Director. The Board also is I responsible for the Annual Budget and Work Program, sets annual dues rate, appoints members of the Legislative Policy Committees, and establishes program and legislative priorities on an annual basis. The award recognizes and honors the city that has undertaken an activity or program that, among other 1 things, stimulates creativity, demonstrates efficiency, promotes economic viability, develops an awareness among residents and fosters a sense of community. ' Cities may enter as many activities and/or projects as they wish. However, each entry must be submitted under separate cover. CRITERIA - INNOVATIVE CITY AWARD: To be considered for the AMM Innovative City Award the entry should: 1 1. Present a new approach demonstrating creativity in identifying and correcting existing community issues. 2. Enhance residents' participation. 3. Foster a sense of community through participation and communication. 4. Promote collaborative /cooperative efforts among other units of government or the private sector. 5. Provide better delivery of service(s) or more efficient use of personnel. 1 6. Demonstrate monetary savings, either short-term or long -term, if applicable, and/or stimulation of economic viability. Judging will be conducted by a five - member panel of elected and appointed city officials. Each criterion will be judged separately, so entrants will be "competing" against a scale, not against each other. The activity or program with the highest cumulative total will be the winner. ' APPLICATION PROCESS - INNOVATIVE CITY AWARD: Each application must include: ' A. The situation(s) that lead to the innovative technique. B. How the innovation was developed and implemented, including communication programs, if applicable. C. Brief, detailed description of the technique. (Supporting documentation may be included, but should not be considered part of the application.) D. Demonstration that the program or activity has fostered a sense of community, or fostered a feeling of goodwill toward city officials by residents. 1 Areas of consideration for the AMM Innovative City Award: 1. Describe the problem or situation that lead to the innovation, the method used to analyze the problem and who was involved in this process. 2. Describe the innovative activity or program being provided. 3. List the participants, if other local units of government or other entities are involved. 4. List contributions (financial or in -kind) for each entity involved in the activity or program. 5. Describe how this technique produced a solution that could not have been reached any other way. 6. Describe any barriers and how they were overcome. 7. Outline the communication process with your residents and employees to explain the change being 1 considered. 1 2 1 8. Describe the advantages of the new service in terms of: 1 a. enhance the ability of the city (or cities) to improve the service delivery. b. elimination of duplicative service. c. benefits to residents. d. cost - benefit ratio. 9. Describe the demographics of the community(ies) being served. The activity/program must be either already under way or completed. While the committee applauds creative thinking and ideas, the award is for a demonstrable activity. Supplemental information is welcomed, but will not be considered part of the application. Entries must not exceed 10 pages, plus application cover, for a total of 11 pages. An application farm is included in this Bulletin. Inquiries may directed to Nicole at the AMM office, 490 -3301. St. Paul, MN 55126 PEACEMAKER AWARD The AMM will present its first Peacemaker Award to recognize a city's efforts to resolve a dispute by ' alternative methods, not the court system. The award will be given during the AMM Annual Meeting. This award was developed from a recommendation made by the AMM's Dispute Resolution Committee. The committee believed that honoring a city for resolving a dispute by non- traditional means could encourage other communities to explore the possibilities of mediation and dispute resolution methods to determine whether they, indeed, provide a viable alternative to a courtroom setting. ' The Dispute Resolution Committee, a panel of city officials and mediation service providers, met for more than 18 months to develop methods for "spreading the word" about using methods other than litigation for resolving disputes. The committee produced a video and two brochures, and conducted many presentations on mediation and other alternative methods of dispute resolution. The committee is in the final stages of developing a handbook on use of mediation by cities in their day -to -day operations. CRITERIA TO BE CONSIDERED - PEACEMAKER AWARD: 1 To be considered the for the AMM Peacemaker Award the entry should show that: ' 1. The city has an established method of knowing what type(s) of situations qualify for an alternative method of dispute resolution. 2. The city must exhibit an institutional commitment to using ADR. 3. The city must have demonstrated the political courage to submit a tough issue to ADR. 4. The situation must be either difficult or unique. 3 5. The city should demonstrate a comprehensive use of ADR in its day - to-day routine. 6. Total successful resolution not a prerequisite. 1 APPLICATION PROCESS - PEACEMAKER AWARD: Each application must include: 1. The situation(s) that lead to the use of an alternative means for resolving the dispute. 2. How and when the city implemented the use of alternative dispute resolution methods, including communication programs, if applicable. ' 3. Brief, detailed description of the initial conflict, and the process and duration of resolution, respecting parties' rights to privacy when necessary. (You may wish to consider asking the parties to sign a publicity release.) ' 4. Demonstration that the alternative dispute resolution activity fostered a sense of community, or fostered a feeling of goodwill toward city officials by those involved in the dispute.
