1 SUBJ: Approve Contract for Engineering Services, Fox Path SWMP Project
1 The City's SWMP program has set an ambitious agenda of undertaking water quality
improvement projects in 1993. To accomplish this goal, we have always acknowledged that we
will be needing to obtain outside engineering services as required to support this project. The
1 current request is in keeping with this goal.
I One of the high impact areas that the SWMP Task Force has selected for activity this year
includes the Fox Path neighborhood which drains into the north end of Lotus Lake. The ponding
area identified as LL -P1.5 (refer to attached map) is the area through which a significant portion
I of the overland drainage from this area of the city drains into Lotus Lake. In Bonestroo's earlier
report, they indicated that regrading this ponding area to a two cell, NURP design, as well as
redesigning inlet and outlet structures and other improvements, could generate a very substantial
I improvement to the water quality of the lake. In the absence of having available in -house
engineering expertise, and lacking time to undertake the work, we have asked Bonestroo to give
us a proposal to provide detailed engineering plans as well as construction staking and inspection
I for improvements to this pond. In the attached memo, Bonestroo is projecting a cost ranging
from $3,900 to $4,700 based on hourly fees as outlined in their 1993 contract rate previously
filed with the city.
I Staff is recommending that the City Council authorize the expenditure of the requested funds.
To complete the work this fall, it is important that the engineering design and review by the
1 neighborhood be conducted this summer. Without Bonestroo's assistance, we will be unable to
complete this project as scheduled. Staff is recommending that the contract be approved subject
to one condition. Bonestroo's staff should be available for one neighborhood meeting and, if
1 necessary, a second meeting before the City Council if needed to get the project approved. Staff
believes the improvements can be done entirely within existing drainage easements controlled by
1 the city; however, we do want to work with the neighbors in the area to keep them fully
informed and gain their input.

We should also point out that we have allocated funds to retain contractors to complete the work.
I To date, we have been successful at using our public works staff to undertake projects due to the
support of Mike Wegler. For example, we have been able to repair a pond in Chaparral that has
been malfunctioning for years, generating many complaints by neighbors. We have also been
1 able to excavate out pond LL -P1.2 identified on the attached map, in keeping with Bonestroo's
recommendations. To date, our only costs have been for equipment rental. To the extent
possible, we will continue to use city staff to undertake projects.
I STAFF RECOMMENDATION
1 Staff recommends that the City Council authorize the expenditure not to exceed $4,700 to prepare
construction documents, undertake construction staking, undertake construction inspection, and
hold up to two neighborhood meetings on proposed improvements to Pond No. LL -P1.5.

Dear Charles;
This letter is to provide you with an estimate of engineering hours for the proposed Pond 1
LL -P1.5 improvements. As we understand the project scope, we will prepare a plan showing
the grading and piping improvements for City Staff to construct. We will also complete the

construction staking and assist with construction inspection.
Estimating the engineering hours involved with this project is somewhat difficult due to the
1
limited scope. An addition or subtraction of only a few hours can change the estimate by
five to ten percent. However, based on previous projects, I estimate that the engineering 1
costs will be as follows:
Design: $1700 to $2100 1
Construction: $2200 to $2600
TOTAL $3900 to $4700
We will complete the work on an hourly basis based on our contract with the City and our 1
1993 rates. Feel free to contact Ismael or me if you have any questions or require any
additional information.
