9, 1992 staff report which provides some • kgroun • n the impetus and some of the issues
I involved in this improvement project w il • has bee • reviously identified as a future road

street and utility improvements for the extension of Lake Lucy Road and officially map the
alignment between Trunk Highway 41 and County Road 117 (Galpin Boulevard) Project No.
1 92 -12, and call for a public hearing on March 8, 1993.

The City has recently been contacted by F . o a djacent property owners located in the
southeast quarter of Section 4 and southwest quarter of Section 3 concerning development I
proposals. Both properties are located on' the east side of Trunk Highway 41 immediately
south of the Minnetonka Middle School property. `The property immediately adjacent to

Trunk Highway 41 is approximately 10 acres in size and is the location for a new church
site. The adjacent property to the east is approximately 26 acres in size and is tentatively
proposed for residential single - family development. Road access is a key element for both '
developments. The church property has a pre - existing driveway access on Trunk Highway
41. The single - family development may also have a cross - access easement over the church
property out to Trunk Highway 41. Both are believed to be inappropriate access facilities

to these sites given the proposed developments.
The City's comprehensive guide plan amended in May, 1991 identified the extension of Lake

Lucy Road from Gaipin Boulevard (County Road 117) west to Trunk Highway 41 as a
needed future collector street improvement. The topography and environmental features
of this area make routing a roadway alignment very challenging, particularly on the west end I
towards Trunk Highway 41. It is not staffs intent to recommend constructing this entire
road segment at this time; however, the two developments on the west end which I
lie within the general area of the Lake Lucy Road extension sort of force the City into, at
a minimum, defining the most appropriate alignment for this collector road through these
sites. In effect, the City needs to be in the position of proactively determining the I
alignment.

I The length of the future Lake Lucy Road between Galpin Boulevard and Trunk Highway
41 is a little over a half -mile. At this time it would be appropriate to define and officially
map the entire future collector road alignment and perform a feasibility study on only the
I westerly quarter -mile of this road segment which will initially serve these two development
sites. I have contacted Bill Engelhardt of William R. Engelhardt Sc Associates, who has
- some familiarity from previous involvement associated with this road to provide a cost
1 estimate to perform this feasibility study and official mapping. Bill has estimated this work
to cost approximately $ 10,000. Being that this future roadway will ultimately serve as more
of a community -wide roadway system and is in the City's long -range comprehensive
1 transportation guide plan, the cost to perform this study will have to be up- fronted by the
City; however, it will likely be recovered over a number of years as tracts of land abutting
this roadway develop and the corresponding construction projects take place and pay their
1 share of the roadway improvement costs.
It is therefore recommended that the official mapping of the extension of Lake Lucy Road
I between Galpin Boulevard (County Road 117) and Trunk Highway 41 and the preparation
of a feasibility study for the road improvement project of approximately the westerly
I quarter -mile of this segment be authorized, Project No. 92 -12, and that the consulting
engineering firm of William R. Engelhardt & Associates be assigned as the engineer on the
project.
