No water or sewer utilities will be extended as part of this project. 3. Only minimal storm sewer improvements will be necessary as part of the project. Thank you for the opportunity to respond to your July 25,2001 Request for Proposals for the Kings Road Improvement Project. We have reviewed the request and are pleased to submit this proposal for engineering services. Bonestroo has completed several projects in the city, which has given us a good working understanding of your infrastructure, your staff, and your needs. We know the project area well, as we prepared the plans for the sanitary sewer lift station at the west end of the project. Following is our understanding and approach to the project. Statement of Understandin~ We have inspected the Kings Road site and completed some background research on the project. Kings Road is an east-west wo will dosign this portion of thoprojoct road extending from Minnewashta Parkway west to the city to match the completed sections of Kings Road. limits. A portion of the road has already been improved. This project will improve the remaining (west end) road segment. Bonestroo is able to meet the requirements of the July 25, 2001 Request for Proposals. Our proposal assumes the construction will consist of a 32-foot-wide urban road with storm sewer improvements. Specific project tasks are outlined below. Our first task will be to gather background information and prepare a feasibility study. The study will include considering alternative design options, preparing cost estimates, evaluating easement/right-of-way requirements, and creating a project schedule. The feasibility study will also include a preliminary assessment roll, assessment recommendations, and possible funding options. The possibility of providing sewer and water stubs to adjacent properly will be discussed during the preliminary phases. The second step for the project will be to conduct a topographic survey and complete the construction plans and specifications. The plans will be prepared to current City standards. The City's 2002 Standard Specifications will be used. During the design process, we will meet with City staff to discuss design issues. Final tight-of-way acquisition will also have to be completed during this step. We will use the final approved plans and specifications to obtain bids for the City and prepare a letter of recommendation along with a bid tabulation. The final step is to see the project through its construction phase. We will prepare construction contracts based on the City's standard specifications. We will organize a pre-construction conference, provide basic construction staking, and provide construction inspection services. The inspection services will include reviewing shop drawings, preparing Contractor's Request for Payment forms, working with testing agencies, and day-to- day inspections. The project scope also includes preparing a final assessment roll and a Public Assessment Hearing. The final assessment work can be completed either before or after the construction, depending on the City's wishes. Throughout the process we will provide weekly e-mail updates to the City staff and be available for in-person meetings. View from west end of Kings Road looking east. Grading and right-of-way acquisition issues will be addressed during the preliminary design phase. Schedule Bonestroo will be able to start working on the feasibility study as soon as we are instructed to proceed. We will be able to complete the report within eight weeks from being told to proceed. We can easily complete the design and bidding to meet the April 2002 date in the Request for Proposals. Construction can be completed in 2002 and a Public Assessment Hearing can be held in October 2003. A more accurate schedule will be prepared as part of the feasibility study. Personnel Our experience in Chanhassen includes numerous municipal improvement projects over the past decade. Phil Gravel will be the project engineer for Kings Road. Eric Lembke will be the project inspector. He currently works in the Construction Services Group in the southwest metropolitan area designing infrastructure projects and writing engineering specifications during winter months, and inspecting/managing project during construction season. Eric is presently inspecting private construction projects for Chanhassen. Eric is experien, ced in addressing resident concerns through informational meetings, project mailings, personal visits, and phone communication. He is also responsible for maintaining communication on project status with city personnel. Project Experience Eric is currently responsible for managing and inspecting infrastructure projects valued at $17 million.
