WORK SESSION

Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT:

DISCUSS ENTERPRISE AND SPECIAL REVENUE FUND BUDGETS.
Greg Sticha discussed special revenue funds relating to charitable gambling, explaining the request
additional fire department training. He noted that revenues have increased as well. Councilman
Laufenburger asked for background of charitable gambling proceeds going to the fire department. Mayor
Furlong asked about the long term training expectations and what’s included. Councilwoman Ernst asked
about the difference from 2012 to 2013. Greg Sticha explained that all the numbers being presented at
this time were preliminary numbers and requested council members ask any questions prior to final
numbers being approved in December. He reviewed the cable TV fund with revenues from franchise fees
and PEG fees, explaining an increase in anticipated contractual services for renewal of the franchise
agreement. Councilman Laufenburger asked if the franchise fees and PEG fee funds are accounted for
separately. Greg Sticha explained that the enterprise funds include the water, sewer, and storm sewer
funds and the CIP will be discussed separately. Paul Oehme reviewed services provided , outcomes and
significant changes for each of the enterprise funds. Councilman McDonald asked about the inflow and
infiltration (I/I) problem with Met Council and Councilman Laufenburger asked what’s being done to fix
the I/I problems. Mayor Furlong asked about the costs associated with fixing I/I problems. Council
members asked for clarification of the enterprise funds and what those funds can be used for, i.e. using
money from the cable TV fund to help fund road projects.
DISCUSS 2013-2017 CAPITAL IMPROVEMENT PROGRAM.
Greg Sticha reviewed highlights of capital replacement equipment funds, citing the need to focus on the
2013 items. Councilwoman Ernst asked staff to prepare a summary of what major equipment is
proposed and what is actually bought. Greg Sticha reviewed the revolving assessment fund document
with projections through 2025 explaining that numbers will change moving forward. Councilman
Laufenburger asked for clarification of the repayment line items. Greg Sticha reviewed debt levy
projections. Councilwoman Ernst asked if the new fire station was in these projections. Greg Sticha
explained it is not and possible funding source options, noting the new fire station will be contingent on
results of the fire study being conducted. Paul Oehme reviewed Lyman Boulevard street construction
project proposed to begin in 2014 and the MSA construction fund. Greg Sticha highlighted projects
proposed for the next couple years and funding sources, reiterating that these are planning documents and
adjustments can be made prior to final approval in December. Councilman Laufenburger stated it would
be helpful to know estimates for 2013 and compare with actual numbers in 2012.
Mayor Furlong adjourned the work session at 6:55 p.m.
