BACKGROUND The easement which the applicant is proposing to vacate was dedicated with the plat of Reeds Orchard Ridge in 1991. Recreation Center The proposed building is located on a corner of the drainage and utility easement. 2310 Coulter Boulevard This location was chosen to limit the amount of tree removal.
