Winter season will soon be upon us and staff thought it would be a good idea to review
the City's snowplowing services and winter parking regulations with the Council.
Snowplowing services is truly a year -round task to gear up for these events. In general,
there are four stages the City goes through to prepare for the snow and ice control season.
Stage 1: April -May - End of the Year Wrap -up
• Remove and inspect snow equipment from vehicles. Tag equipment that needs
repair.
• Grease and lube equipment before storing.
• Re -apply rust proofing system.
• Repair known minor equipment defects.
• Check/repair light plugs /lubricate seal wire connectors.
• Vehicle warranty issues.
• Review past snowplow season.
Stage 2: May -July
• Place order with MnDOT for joint powers salt contract for next season.
• Work on large repairs of equipment as time allows.
• Paint equipment as needed.
Stage 3: August- September
• Review general parts inventory for snow season:
• Plow carbon steel cutting edges and shoes
• Wiper Blades, motors
• Batteries
• Hoses, belts, fluids
Stage 4: October - November
• Mount plow and salt distributor equipment.
• Calibrate salt distribution equipment.

• Lights /electrical system
• Hoses, belts, fluids
• Driver simulator and product application training through MnDOT services.
• Drivers drive routes.
• Contract with MnDOT for cooperative fixed fuel program for following year.
• Transition fuel over to winter blend.
On average, the City has 25 larger snow events that utilize most of the snow force operation. The City
budgets 1,000 tons of salt each year for snow and ice control. Carver County Sheriff s Dispatch typically
calls for snow and ice control services during the evening hours. Not all of these calls require the entire
snow force to be called in. Discretion is used by the Street Superintendent as to how many vehicles will
be called in on any given snow event. For most storms, the goal is to have streets open to traffic before
7:00 a.m.; however, many factors can effect when the first pass through street can be completed.
Cleanup typically can take one to three days to push the snow back and completely clean the street curb
to curb. Attached to this background is the data staff has collected for last year's snow and ice events.
For larger snow events, the City has 14 plow routes. Drivers for these events are enlisted from all public
works departments which include Streets, Utilities, Fleet and Parks. Each route is typically assigned to
one individual but some overlap of routes is inevitable.
Winter Parking Regulations
Last year was an unusually mild winter season which caused some confusion with some residents on
winter parking regulations. The City's winter parking regulation (Sec. 12 -16) restricts parking from
November 1 to April 1 during evening hours and during the day when 2" or more of snow is on the
street.

On street parking is prohibited between November 1 and April 1 between the hours of 1:00 a.m.
and 7:00 a.m. On- street parking is also prohibited when there is two inches or more of snow on a
street until the street has been plowed curb to curb. Representatives of the Carver County
Sheriffs Department, Minnesota State Patrol, and community service officer shall have the
authority to impound vehicles in violation of this section.
Carver County Sheriff s Department uses discretion when ticketing vehicles; however, during years with
little snow, residents like to use on- street evening parking as much as possible. This can cause problems
with evening snow events and cars are still parked on the streets.
