CC SUM 2012 11 26 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES NOVEMBER 26, 2012 Mayor Furlong called the meeting to order at 7:05 p.m. The meeting was opened with the Pledge to the Flag. Mayor Furlong read an invitation to the Tree Lighting Ceremony which will be held on Saturday, December 1, 2012 at 5:30 p.m. in City Center Park. CONSENT AGENDA: Councilman McDonald moved, Councilwoman Ernst seconded to approve the following consent agenda items pursuant to the City Manager's recommendations: a. Approval of Minutes: - City Council Work Session Minutes dated October 22, 2012 -City Council Verbatim and Summary Minutes dated October 22, 2012 - Canvass Board Summary Minutes dated November 13, 2012 - City Council Work Session Minutes dated November 13, 2012 -City Council Verbatim and Summary Minutes dated November 13, 2012 b. Resolution #2012 -64: Approve Resolution Certifying Hookup Charges to Property Taxes. All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. Steve Donen, 7341 Frontier Trail thanked Todd Hoffman for his presentation of the AIS program and overseeing the City, the watershed, the DNR and the Lotus Lake Conservation Alliance, and asked that the City, the Watershed and the Lotus Lake Conservation Alliance get together to develop an expanded program for next year. Joe Shneider, 1035 Holly Lane emphasized that the DNR cannot do the inspection program without significant investments from a lot of other groups and outlined aquatic invasive threats still to come. Ron Kleve, 7307 Laredo Drive speaking as a board member of the LLCA, member of the Sunrise Hills Association, boat owner and waterskier, discussed the fact that a majority of residents in Sunrise Hills voted to close their private boat ramp, measures he's personally taken to keep from spreading invasive aquatic species, and expressed that at a minimum a gate should be installed at the boat ramp to enforce park hours. Beth Peta, who sits on the Board of Directors of Bountiful Basket Food Shelf, presented a power point presentation outlining the services offered by their organization. Mayor Furlong asked Ms. Peta to explain their relationship with the CAP Agency. City Council Summary — November 26, 2012 Councilman Laufenburger asked how the food distribution policy differs from other agencies such as ICA and Prop. LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE. Lt. Jeff Enevold had a power point presentation showing highlights from the Citizens Academy which ran from September 1 I' through October 30 Chief John Wolff reviewed calls for service year to date numbers, training commitment numbers, an update on the fire study, and structure fire. Todd Gerhardt asked Chief Wolff to provide an update on the chlorine spill that occurred at Foss Swim School. CONSIDER APPROVAL OF RESOLUTION DONATING A FIRE TRUCK TO BROAD CHANNEL, NEW YORK VOLUNTEER FIRE DEPARTMENT. Chief John Wolff presented the staff report and background information on how the Chanhassen Fire Department learned of the need and delivered Engine 22 to Broad Channel, New York Volunteer Fire epa men . ounce man • c ona as es ie Iv o to comment on ow o ten t lese types of opportunities come up. Resolution #2012 -65: Councilwoman Ernst moved, Councilman McDonald seconded that the Chanhassen City Council approve the donation of Engine 22 to the Broad Channel, New York Volunteer Fire Department. All voted in favor and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. Mayor Furlong informed council members that he will be addressing the Southwest Metro Chamber of Commerce on Wednesday along with mayors from Victoria, Chaska and Carver. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt reminded the council of the Truth in Taxation hearing on December 3, 2012 at 7:00 p.m. in the council chambers. CORRESPONDENCE DISCUSSION. Councilman McDonald asked about the public process for routing of the high voltage power lines. Councilman Laufenburger moved, Councilman McDonald seconded to adjourn the meeting.
