In November, MnDOT initiated a CRAVE (Cost Risk Analysis Value Engineering)

study in which they hired a consultant to determine risks and opportunities for cost
reductions on the project. The CRAVE Study Group came up with $10.45 million

studying which of these cost saving recommendations will be implemented in the

design. One of the major items the CRAVE Study identified was the river bridge
construction could take place under traffic. For this proposal, traffic would be

shifted to one side of the crossing while the bridge is being built on the other side.

The "Y" intersection reconstruction is currently estimated to cost $15,000,000. This
estimate is for the roundabout alternatives. The other offset intersection alternatives
were more expensive to construct and need significantly more right -of -way. The
CRAVE study did evaluate the interchange alternative. This option is much more
expensive to construct, would be difficult to stage at this time to go up the bluff, and
would have a significant amount of throw away costs when the interchange is
actually constructed. The roundabout alternative traffic model showed it will
function just as well as the interchange alternative for 2040 traffic, cost much less to
construct, and has less environmental impacts. The roundabout would be
constructed about 10' higher than the existing elevation of CSAH 61 to plan for a
north leg of the roundabout up the bluff. The CRAVE study did identify about
$2.0 million dollars of potential cost savings for the "Y" roundabout improvements. .
Carver County is studying if these recommendations can be included in the design.
MnDOT and the county have been busy taking borings and cone penetrometer tests
to document the extent of the poor soils in the area. Generally, the soils in the area
are very poor' and swamp deposits vary between 5 and 28 feet thick. For any
improvement to be made in the area, soil corrections will have to be made which
will be the single biggest cost. Cultural resource investigation field studies are
ongoing. This work is expected to be completed by the end of the year.
The "Y" improvements will be funded with a combination of County and Flexible
Highway Account Funds (turnback funds). About one -third of the roadway costs
and the trail improvements are not turnback fund eligible. The County has proposed
the City participate in non - turnback eligible costs according to the County's
highway cost share policy. Much more discussion with the County will need to take
place on any cost sharing agreement.
The state turnback account does not have sufficient capacity to fund the "Y" project
until 2020 based on current revenue projections and the backlog of other turnback
projects, including projects on other portions of CSAH 61 (old 212) and TH 101.
There is simply not enough revenue currently in the turnback account to keep up
with demand in the metro area. Carver County will be requesting the Legislature
provide additional funding to the TH 101 Bridge construction project and increase
funding for the Flexible Highway Account to accelerate the TH 101 /CSAH 61 "Y"
project and other important turnback projects in the region. Staff feels the City
should support Carver County's legislative funding request.
Along with the MnDOT Minnesota River crossing project, Hennepin County is
planning to make improvement to CSAH 61. Hennepin County is preparing for the
reconstruction of CSAH 61 between the county line and Charlson Road. This is
about a 3.5 mile section of roadway. This section of CSAH 61, old Trunk
Highway 212, was a turnback from the State of Minnesota in 2009. The project is
in the early stages of the development process and construction is anticipated to start

in the summer of 2015. A small portion of CSAH 61 floods when the Minnesota
River floods TH 101. The roadway will be reconstructed above the 100 -year
Minnesota River flood stage and is currently planned to be widened to a 3 -lane
roadway section. A pedestrian trail is also planned along the corridor. This project
may require full road closure during the summer of 2015.
