Study; Call Public Hearing
PROPOSED MOTION
"The City Council adopts the attached resolution accepting the feasibility
report for the 2013 Street Rehabilitation Project No. 13 -01 and calls the public
hearings for January 14, January 28, and February 11, 2013.
City Council approval requires a simple majority vote of the City Council
present."
BACKGROUND
At the September 10, 2012 work session, staff reviewed with Council the proposed
2013 Street Improvement project areas. Staff also discussed with the Council the
need to make improvements to more local streets then are currently budgeted for in
the capital replacment plan.
On September 24, 2012, the City Council authorized the preparation of the feasibility
report.
On November 7, 2012, staff held an Open House for the Greenwood Shores
neighborhood; approximately 40 residents attended.
On November 14, 2012, staff held an Open House for the Horseshoe /Indian Hill and
Sandy Hook neighborhoods; approximately 40 residents attended.
On November 15, 2012, staff held an Open House for the Melody Hill neighborhood;
approximately 30 residents.
Residents' comments regarding the proposal will be included in the appropriate public
hearing packet.
DISCUSSION
Every year the City considers streets that are in poor condition to be rehabilitated or
reconstructed. For the 2013 Street Rehabilitation Project, staff is proposing to
rehabilitate approximately 4.6 miles of streets. The street segments within the
proposed project were identified by the City's Pavement Management software in
conjunction with site investigations and are shown below.

The proposed improvements generally consist of milling and overlaying the pavement surface.
Severe pavement and subgrade distresses will be removed and replaced. Minor drainage
improvements are also proposed to be addressed in the project areas. The watermain in these areas is
thought to be in relatively good condition since there are no major watermain breaks in the areas.
The gate valves and hydrants in these areas are getting to the age were bolts have a tendency to fail so
the watermain gate valve bolts are proposed for replacement in these areas. Some hydrants have also
been identified as needing replacement because they have mechanical problems. These hydrants are
also proposed for replacement.
A feasibility report was prepared by the Engineering Dept. staff. It is estimated the City will save
about $150,000 with feasibility report preparation, design and construction observation not being
outsourced.
A copy of the feasibility report is available in the Engineering Department. Below is a summary of
the feasibility findings.
Project Area #1: Greenwood Shores
Approximately 1.8 miles of streets are proposed to be full depth milled and overlaid within the
Greenwood Shores neighborhood located between Powers Boulevard and Lake Lucy. The streets in
this area are 37 years old and were last sealcoated in 1992 and 1997. Redman Lane and Shawnee
Lane had a thin overlay paved by the Street Department in 2000 to keep the street from completely
deteriorating. Over the last several years, the Street Department has had to significantly patch this
area due to the condition of the streets.

The street conditions in this area were last surveyed in 2010. The Pavement Condition Indices (PCIs)
from the survey are shown on the map below. A PCI below 45 typically warrants reconstruction;
however, the utilities in the area are in fair condition and therefore staff is recommending a full depth
mill and overlay of the streets at this time. Subgrade corrections would be done as needed.

Staff has completed a storm sewer analysis of this area. It has been the City's practice to urbanize
neighborhoods with adding concrete curb and gutter and include an engineered storm sewer system
when major projects are proposed. In order to urbanize neighborhood streets, storm water treatment
is a critical component. In this neighborhood very little opportunity is available to properly treat
storm water runoff. There is no space available to treat the runoff in ponds that meet the City's storm
water quality requirements therefore staff is proposing to replace the streets and not add concrete curb
and gutter or additional storm sewer infrastructure. Staff is proposing to replace the existing
bituminous curb in the area to help direct runoff. The storm sewer pipes in this neighborhood are

generally galvanized pipe. The pipes are generally in poor condition. The Street Department has
inspected this storm sewer and determined that most sections of pipe under the streets need to be
replaced. It is proposed to replace the galvanized pipe under the streets at this time with reinforced
concrete pipe. Most of the catch basins in the streets are also proposed to be replaced. Drain tile is
also proposed to be incorporated into the design to alleviate some groundwater problems.
Environmental manholes are proposed to be added at discharge points along the lake and wetland to
capture floatable debris and sediment. Four St. Anthony Falls Laboratory Baffles (or SAFL Baffles)
are proposed to be installed for water quality purposes. Staff has reviewed the storm sewer and
determined that some of the pipes should be resized to help with larger rain events. Staff is planning
to meet with residents at the north end of Utica Circle to discuss the possibility of installing a rain
garden on their property.

Staff had the sanitary sewer system televised in this area. The system is in fair condition with only
minor repairs identified at this time. The repairs are recommended for inflow and infiltration issues.
The main sanitary sewer improvements proposed are I/I barriers for sanitary manholes.
The watermain in this area is ductile iron. City records do not show any watermain breaks in this
area however, the soils are shown to be somewhat corrosive based on the soils information. It is
recommended to replace the bolts on the valves and some hydrants at this time. Staff is planning to
add a watermain anode bag that acts as sacrificial material to help prolong the life of the mains.
Protect Area #2: Melody Hill Area
This project area consists of 1.2 miles of streets southeast of the intersection of Trunk Highway 7 and
Trunk Highway 41. Chaska Road was built in 1963, Melody Hill Road and Murray Hill Road in
1971, Crestview Drive and West 65th Street in 1979, and Whitetail Ridge Court in 1988. The streets
were sealcoated in 1994, 1999 and 2007.
The map below summarizes the pavement condition indices (PCIs) and the construction year for each
street section. A PCI of 100 represents a new street. For a local street, a PCI between 45 and 65
typically warrants a mill and overlay. The streets are recommended to be full depth milled and
overlaid. Subgrade corrections would be completed as needed.
There is no concrete curb and gutter within this project area. The area is fully developed with little
opportunity to construct conventional storm water management facilities. Staff is not proposing to
add concrete curb and gutter. Staff has gather information on the existing storm sewer pipes and

draintile within the area. Additional draintile is recommended to be added along Melody Hill,
Chaska Road, Melody Hill, 65 street. Culvert replacement is recommended on White Tail Ridge
Court.
The sanitary sewer material within the Melody Hill neighborhood is PVC and vitrified clay pipe
(VCP). The sanitary sewer pipe has been televised. There are no known significant problems with
the sanitary sewer.
Cast iron watermain pipe is within Murray Hill Road, Melody Hill Road (TH 41 to Murray Hill
Road) and in West 65th Street. The remaining watermain in the project area is ductile iron pipe. The
only documented watermain break in the area is on West 65th Street, which occurred in 2003. Staff
recommends that the gate valve bolts be replaced in conjunction with the project. Typically, gate
valve bolts that are in the ground and exposed to soils for this length of time have a tendency to
corrode and break. Anode bags should be added to all areas where the watermain is exposed. The
types of hydrants in the area are not easy to maintain and can cause operational problems and most
should be replaced.
Project Area #3: Horseshoe /Indian Hill Area
The streets within this project area were
constructed in 1978 and were sealcoated in
1994, 1999 and 2007. Heavy patching of the
roads took place in 2011. The estimated PCIs
are shown on the map. A full depth mill and
overlay is proposed.
No major storm sewer improvements are
proposed with this project area since the area is
essentially fully developed.
The watermain within this area is ductile iron
pipe. There are no known watermain breaks
within this area. It is recommended to replace
the bolts on the valves and some hydrants at
this time. Attaching anode bags to the
watermain at every watermain excavation is
also recommended.
The sanitary sewer is ABS pipe. The sanitary
sewer has been televised to determine if there
are any structural deficiencies and/or
inflow /infiltration issues with the pipe.
Project Area #4: Sandy Hook Area
Most of the streets in the Sandy Hook area were constructed in 1975. Sandy Hook Circle was
constructed in 1981. Sandy Hook Drive and Sandy Hook Circle were sealcoated in 2001 and heavily

patched in 2000 and 2011. Dakota Avenue and Dakota Circle were sealcoated in 1995 and 2001 and
heavily patched in 2011. Cheyenne Trail was sealcoated in 1995 and heavily patched in 2001 and
2011. Despite the maintenance history in the project area, the pavement condition is still poor with
the estimated PCIs between 13 and 34.
The preliminary design that was discussed at the neighborhood meeting for Sandy Hook Circle was a
full depth mill and overlay. Since the neighborhood meeting, the soils investigation report has been
completed. Based on the soils report and onsite investigation, staff is now recommending Sandy
Hook Circle be edge milled and a 2" overlay be paved. The other areas in this neighborhood are still
recommended to have a full depth mill and overlay. This design change has also lowered the
proposed assessment amount for Sandy Hook Circle.

Due to the fully- developed condition within this area, there is little opportunity to install stormwater
management facilities within the area. Staff is planning to meet with the residents along the Sandy
Hook Road cul -de -sac and Dakota Avenue to discuss opportunities to install rain gardens. A map of

PROJECT FUNDING
Special assessments to the benefitting properties are proposed to pay for a portion of the proposed
2013 Street Improvement Project No. 13 -01 per the City's assessment practice. The remaining
project costs are proposed to be paid from City funds. All the utility improvements are proposed to
be paid for by the associated utility fund. The preliminary funding is shown below:

The Rice Marsh Lake Trail Loop will also be funded with the revolving assessment funds. The
amount budgeted is $200,000 and is not included in the budget amounts listed above. This trail loop
will be bid separately and is not part of the proposed 2013 Street Rehabilitation project.

CALLING THE PUBLIC HEARINGS FOR THE 2013 STREET
REHABILITATION PROJECT NO. 13 -01
WHEREAS, pursuant to resolution of the Council adopted September 24, 2012, a report
has been prepared by City staff with reference to the above - referenced project, and this report is
being received by the Council on December 10, 2012, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost - effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The Council will consider the improvement of such project in accordance with the report and the
assessment of abutting properties for a portion of the cost of the improvement pursuant to
Minnesota Statutes, Chapter 429 at an estimated total cost of the street improvements of
$1,689,900.
2. Public hearings for the proposed improvements within the 2013 Street Rehabilitation Project
No. 13 -01 shall be held in the Council Chambers of City Hall at 7:00 PM as stated below:
On the l4th day of January, 2013 for the Greenwood Shores neighborhood, and
On the 28th day of January, 2013 for the Melody Hill area, and
On the 11th day of February, 2013 for the Horseshoe /Indian Hill and Sandy Hook areas.
The clerk shall give mailed and published notice of each hearing and improvement as required by
law.
