3. The usage of the Twin Cities and Western track was discussed and
Ken Anderson estimated that the track carries approximately 4 to
6 trains per day that are less than 50 cars in length with a speed of
30 miles per hour.
4. The operation of the proposed signal system was discussed. The
pre - emption sequence, as suggested by MnDOT, would be as
follows:
a. Clear the track approaches first.
b. Run TH 5 in normal pre- emption with green indications for
through traffic on TH 5 and for west bound to south bound
left turns (if there is a demand).
c. Run the TH 101 /West 78th Street intersection on all -red
flash after clearing the track approaches.
5. MnDOT suggested that to enhance the safety of the railroad
crossings, consideration should be given to adding the following:
a. Stop bars and /or striping painted across the roadways at the
tracks to warn vehicles not to stop on the tracks.
b. Signs at the crossings to warn vehicles not to stop on the
tracks.
6. It was generally agreed that the signal system with the proposed
pre- emption and coordination and the proposed signing and
striping could safely serve the TH 101 and West 78th Street
intersection and the at -grade railroad crossings.
7. Charles Folch should contact Charles Hudrlik to work out an
agreement for MnDOT's share of the costs for the
coordination /pre - emption for the signal system.

Vicki, I would like to take this opportunity to congratulate you on completing ten years of
employment with the City of Chanhassen. I know that you have seen many changes occur in the
city over that length of time, which is one of the main reasons why working here remains so
interesting. I appreciate the dedication and commitment you have shown in your position during
1 that time, and your ability to take on more responsibility. You remain an integral part of the
Planning Department in seeing projects through to their completion. I know that your position
can be stressful at times with meeting deadlines and packet preparations, but I also know that we

The Hennepin County Board on its last meeting in December of
1992 voted to sell the pump station property located on what had
once been my land to the highest bidder. I visited with some of
the folks there and suggested that, while I would be willing to pay
something to get the land back, it is the kind of situation where
a stranger could come in and buy the land and create some kind of
nuisance.
I suggested as an alternative that the City of Chanhassen be '
given the property. Once Chanhassen owns it, I will be glad to
memorialize the easements which I once donated to the City for the
sewer rights and a pump - station. My request would be that in
exchange for this easement, the City agree that it not erect any
further structures on the land in question and it be left as is
with the pump station located where it is. 1
In every other case in which the Hennepin County landowners
had donated the property on which they put these pumps which were
used to raise the level of Lake Minnetonka, the County deeded the
p_'f pc-ty back to the 1andr ner front who= it wac originally

obtained. The difference between the land on my property and the
Hennepin County land is that there is an adjoining county involved. 1
It is anticipated that on the first meeting of the
commissioners in January, they will be arranging to deed the
property to Chanhassen.

I just spoke with Vernelle about Market Square and I wanted to document some of the issues we
discussed.
- 1. Outdoor storage - The outdoor storage existing at Market Square, primarily in front of Festival
Foods, is prohibited by condition of PUD approval. The city has notified yourself, Market
Square owners and Festival Foods of this violation, but the outdoor storage still remains. The
outdoor storage must be removed immediately or the city will be forced to take further action.
2. Mail boxes, Fed Ex boxes, free standing signs, etc.- As Market Square is occupied, the city is
getting requests for installation of accessory structures from the occupants and management.
The city will only consider permitting an organized, limited plan for these structures. The city
is requesting a plan showing what is being requested and proposed locations. Random
placement of accessory structures will not be permitted. Signage, which limits parking to "10"
minutes, may be permitted in front of some of the stores, but signage which reserves a parking
space only for a certain store will be prohibited. Such signage must also be shown on a plan
for city approval. Please be aware that the current mail box locations may have to be changed.
' I will be submitting another letter to Festival Foods concerning the outdoor storage and would hope
that you also will follow through with speaking with them as you said you would do.

SUBJ: Traffic Control Request for a Four -Way Stop at Lake Susan Drive and
Chanhassen Hills Drive South - File No. PW- 070A -9
Pursuant to your request, staff has performed an engineering traffic study at the above -
referenced intersection. Traffic counts were manually taken on January 5, 1993 during the
peak rush hours both a.m. and p.m. Attached is a copy of the results. As indicated in the
results, traffic volumes were extremely low in comparison for meeting the warrants for a
four -way stop at the intersection. Staff has also noticed numerous traffic moving violations
with regards to disobeying the current two stop signs. Staff has witnessed numerous roll -
throughs thus raising the validity of the two -way stop. I also contacted the Carver County
Sheriff's Office for a history of traffic accidents. The Sheriffs Office indicated they have
had no accidents over the past year.
Upon review of our files, previous traffic counts were taken in May, 1991. The data
revealed relatively uniform traffic volumes in each direction - approximately 270 ADT. A
traffic control request for a four -way stop at the same intersection was also requested in
October of 1991. At that time Trunk Highway 101 was detoured inviting traffic through this
subdivision which produced non - typical traffic patterns. Thus, traffic counts were not taken.
At that time, the recommendation of this office was for a "teeter- totter" sign to be placed
near the vicinity of the park which since has been installed.
In conclusion, based on the warrants stipulated in the Minnesota Manual of Uniform Traffic
Control Devices (MMUTCD), it appears the request for a four -way stop at the intersection
of Chanhassen Hills Drive South and Lake Susan Drive is not warranted. We will continue
on an annual basis to perform traffic counts at this intersection to monitor traffic patterns
and evaluate the need for a four -way stop at the intersection.

may be desirable to determine whether, because of changed conditions,
the use of less restrictive control or no control could accommodate traffic
demands safely and more effectively. •
STOP signs should never be used on the through roadways of
expressways. Properly designed expressway interchanges provide for the
continuous flow of traffic, making STOP signs unnessary even on the
entering roadways. Where at -grade intersections are temporarily justified
for local traffic in sparsely populated areas, STOP signs should be used on
the entering roadways to protect the through traffic. STOP signs may also
be required at the end of diverging roadways at the intersection with other
highways not designed as expressways. In most of these cases, the speeds
will not warrant any great increase in the sign sizes.
STOP signs shall not be erected at intersections where traffic control
signals are operating. The conflicting commands of two types of control
devices are confusing. If traffic is required to stop when the operation of
the stop- and -go signals is not warranted, the signals should be put on
flashing operation with the red flashing light facing the traffic that must
stop.
Where two main highways intersect, the STOP sign or signs should
normally be posted on the minor street to stop the lesser flow of traffic.

STOP sign or signs on the major street, as at a three -way intersection
where safety considerations may justify stopping the greater flow of
traffic to permit a left- turning movement.

study. Use of the STOP sign at railroad- highway grade crossings is
described in Section 8B -9.
Portable or part -time STOP signs shall not be used except for
emergency purposes. Also, STOP signs should not be used for speed
control. 1
2B -6 Multiway Stop Signs
The "Multiway Stop" installation is useful as a safety measure at some
locations. It should ordinarily be used only where the volume of traffic on
the intersecting roads is approximately equal. A traffic control signal is
more satisfactory for an intersection with a heavy volume of traffic.
Any of the following conditions may warrant a multiway STOP sign
installation (sec. 2B -4):
1. Where traffic signals are warranted and urgently needed, the
.ultiway stop is an interim measure that can be installed quickly to
control traffic while arrangements are being made for the signal
installation.

1 2. An accident problem, as indicated by five or more reported accidents
of a type susceptible of correction by a multiway stop installation in a
12 -month period. Such accidents include right- and left -turn collisions as
well as right -angle collisions.
3. Minimum traffic volumes:
I (a) The total vehicular volume entering the intersection from all
approaches must average at least 500 vehicles per hour for any 8 hours of
an average day, and
I (b) The combined vehicular and pedestrian volume from the minor
street or highway must average at least 200 units per hour for the same 8
hours, with an average delay to minor street vehicular traffic of at least 30
seconds per vehicle during the maximum hour, but
I (c) When the 85- percentile approach speed of the major street traffic
exceeds 40 miles per hour, the minimum vehicular volume warrant is 70
percent of the above requirements.
2B -7 Yield Sign (R1 -2)
The YIELD sign assigns right -of -way to traffic on certain approaches to
I an intersection. Vehicles controlled by a YIELD sign need stop only when
necessary to avoid interference with other traffic that is given the right -of-
way.
I The YIELD sign shall be a downward pointing, equilateral triangle
having a red border band and a white interior and the word YIELD in red
inside the border band. The standard size shall be 36 x 36 x 36 inches.

Just a couple misc. items:
1. I have talked to Sharmin about some changes to Goodyear. I would 1
like to see a re— designed plan which moves the building to the north
and puts all the garage doors, storage, parking and working elements
of this project on the south side. I would like to see the north side
be an attractive, quality (brick) facade with signage and windows
only. The landscaping would remain or be intensified. This seems to
fit our goals and Morrish's thoughts a little better.
2. As hindsight, I wish we were working with 1991 boat counts and
peace on earth but that's to late. I do feel that the "Dock Set Back
Rule" is the key to harmony in the future. Can we get this item on
the agenda so it is available this Spring?
3. We questioned the landscaping costs on Kerber and Arboretum. With
more info on why, I am ready to approve this project and would like to
see it back on the agenda. This was requested several months ago.
Would you review this item for a future agenda.
4. An item that will be coming up is the issue of "minimum standards"
using Target as a reference. The definition of minimum standards will
need to be addressed and, hopefully, moved to ordinance. I would like
to see us tighten up or intensify our existing Landscape Ordinance.
When Kate mentioned that Target become our "Minimum Standard ", I would
like to have that better defined and then moved to ordinance form.

number of activities that take place is growing, and although several of these activities are small,
special interest groups, I feel that growth will take place over time.
