I SUBJ: Approve Plans and Specifications for Trunk Sanitary Sewer and Watermain
in Sections 9 and 10 - Project No. 92 -5; Authorize Advertisement for Bids
1 The plans and specifications for the trunk sanitary sewer and watermain Project No. 92 -5
to serve a number of developing properties in Sections 9 and 10 have been prepared. The
1 impetus for this project was a petition received from Lundgren Bros. for the development
of the Johnson /Turner /Dolejsi properties. During the project planning and design process,
the demand for this project grew significantly as five more properties in the service area
1 began submitting preliminary proposals for development (Song, Stockdale, Davidson and
Rottlund properties) totaling more than 200 acres.
1 This project proposes to extend a subtrunk sanitary sewer from the Lake Ann Interceptor
east through the Brett Davidson property (proposed Royal Oaks subdivision) west to Galpin
I Boulevard then north along Galpin Boulevard to the Song property where it will extend west
to Lundgren Bros.' proposed development. A lift station will be required to serve some of
the Lundgren property. A local subtrunk will also be extended from the Davidson property
I south to serve the Rottlund property (proposed Windmill Run development). Trunk
watermain is proposed to be connected to the existing watermain along Galpin Boulevard
located near Well House No. 3 and extended south along Galpin Boulevard approximately
I lh mile. Watermain will also be extended west through both the Song and Lundgren
properties terminating at Trunk Highway 41.
I A copy of the project plan cover sheet and overview plan sheet have been included with the
Council packets. A full set of project plans and specifications are available in my office for
review and further detail as so desired. The current engineer's estimate for this project is
I $ 1,005,000.00. A revised project schedule has also been included with this staff report.
Permits for this project are being acquired from Carver County, the Pollution Control

Agency and Department of Health accordingly and are expected to be received in the next
I few weeks.
It is therefore recommended that the City Council approve the plans and specifications for
I the trunk sanitary sewer and watermain improvements in Sections 9 and 10, Project No. 92 -5
and authorize the advertisement for project bids.

We have revised the estimated costs for Project 92 -5 based on the final plans. The 1
estimated costs are $160,000 higher than the preliminary report estimates due to added
sanitary sewer and services. All of the additional costs will be assessed to the developers. 1
The revised project costs are as shown below:
Sanitary Sewer $455,000 1
Water Main 520,000
Services 30,000 1
TOTAL $1,005,000
The sanitary sewer costs have increased approximately $130,000 due in part to the additional 1
gravity sewer proposed through the Song property. However, the additional costs will be
offset by additional lateral benefit assessments. Also, an estimated $30,000 in house services

has been added due to the Royal Oaks Estates development. These costs will be entirely
assessed to the developer.

you. Based on that letter, the revised project revenue summary is as shown on the table 1
below. The table shows revenue under ultimate assessment conditions. Under initial
conditions (assess only one unit to small parcels and no assessment to Green Acres), the
project will have a positive revenue of approximately $262,000, Positive assessment revenue

from this project will be used for future wells and water towers in the area.
