12-03-12-cc-sum cb CHANHASSEN CITY COUNCIL SPECIAL MEETING SUMMARY MINUTES DECEMBER 3, 2012 Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. COUNCILMEMBERS PRESENT: Mayor Furlong, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ernst, and Councilman Laufenburger STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, and Greg Sticha PUBLIC PRESENT: Anne & Lydia Tabat 772 Lake Point Drive Will & Mary Van Sant 4175 Lakeridge Road Rollie Neve 7635 Nicholas Way Steve Wanek 6615 Horseshoe Curve Paul & Jacob Anderson 7025 Cheyenne Trail TRUTH-IN-TAXATION HEARING: PUBLIC MEETING ON THE PROPOSED 2013 BUDGET. Greg Sticha presented a power point presentation outlining highlights from the proposed 2013 budget. Councilman Laufenburger asked for clarification of Rosemount’s one and one wage increase. Mayor Furlong asked about the general effect on property taxes if the levy is increased at a rate different than real growth and the effect of the County and School District on property taxes. Councilwoman Ernst asked for clarification on the example of Parcel 1 showing their value decreased but their taxes increased. Mayor Furlong opened the public hearing. Rollie Neve, 7635 Nicholas Way handed out additional petitions asking the council to decrease spending, that the council not increase the budget at all, that the City review the Met Council taxing authority as he considered it taxation without representation, federal and state mandates, and the county and school district portion of the tax bill. Richard Crawford with the Chanhassen Villager pointed out an error on an example in the Effect on Homeowners Tax Bill slide of the power point presentation. Councilman Laufenburger moved, Councilman McDonald seconded to close the Truth in Taxation public hearing. All voted in favor and the motion carried unanimously with a vote of 5 to 0. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt informed the council that the Chanhassen Apartments project, which is going before the Planning Commission December 4th, will be on the next th City Council agenda December 10, noting the verbatim minutes would not go out in the packet on Wednesday but will be available on Friday. Councilwoman Ernst moved, Councilman McDonald seconded to adjourn. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
