1 SUBJ: Receive Feasibility Study for Street Reconstruction and Drainage Improvements
in the Chanhassen Estates Subdivisions; Call Public Hearing - Project No. 93 -10
1 Attached is the recently completed feasibility study for street reconstruction and drainage
improvements in the Chanhassen Estates subdivisions as prepared by Orr - Schelen - Mayeron &
1 Associates (OSM). The impetus for this study was two -fold. First, the 1991 Pavement
Management Study identified the streets in the Chanhassen Estates subdivisions as being the
highest priority for street reconstruction. Second, City staff has been receiving numerous
1 complaints in recent years on the poor condition of these roads. This spring, staff followed up
on these complaint calls with a neighborhood -wide survey which the majority of respondents
recommended that the City initiate a feasibility study to determine project costs and potential
1 assessments to property owners involved.
The proposed project improvements consist of the removing the existing deteriorated street
1 surface, performing subgrade correction, reconstructing the street to the City's current residential
design section with concrete curb and gutter and the installation of additional storm sewer
facilities in the areas identified as being deficient. The project also proposes to replace the old
cast iron watermain system with modern plastic- wrapped ductile iron pipe. Cast iron watermain
is no longer used as a prominent watermain material since it is very susceptible to corrosion and
breakage during the winter months when used in soils common to Chanhassen. In fact, the City
Utility Superintendent has repaired an abnormally high number of watermain breaks in the
Chanhassen Estates subdivisions area over the last 15 years. The existing sanitary sewer system
will also undergo testing, sealing and spot -repair operations as identified from a previous
televising inspection of the sewer lines. It is important that these utility improvements be
constructed as a part of the project so that the new road surface is not disturbed soon after it is
1 installed.

The total project cost consisting of street reconstruction, storm drainage improvements, sanitary
sewer rehabilitation and watermain replacement is estimated to cost $1,530,000. The project is
proposed to be funded through a combination of general obligation and special assessments to
benefitting properties. The sanitary sewer rehabilitation and watermain replacement work will
be funded through the City's utility fund. The storm drainage improvements are proposed to be
assessed on a per unit basis for 50% of the improvement costs. The storm sewer assessment is
estimated to be $996 per unit. The other 50% of the storm drainage improvement costs will be
paid for by the City as has been policy on similar projects in the past. The street reconstruction
cost is also proposed to be assessed on a per unit basis in the amount of $3,000 per unit to the
properties within the Chanhassen Estates 1st and 3rd Additions (these lots did not have the
existing concrete curb and gutter). The lots within the Chanhassen Estates 2nd Addition and
Wisely Estates are proposed to have a per unit street assessment of $2,750 which takes into
account a $250 allowance for the existing curb and gutter which will be replaced.

A proposed project time schedule has also been included with the report which calls for a
construction initiation and completion during the 1994 construction season. At this time, the only
action necessary by the Council is to formally receive the feasibility report and call for a public
hearing at their regular meeting on Monday, October 11, 1993. At that public hearing the project
consultant engineer will be present to provide a formal presentation of the facts and fmdings of
this feasibility study and answer questions as necessary. During the interim prior to the public
hearing staff will schedule an informational neighborhood meeting with the property owners
involved in the project to review and discuss the findings of this feasibility study.

It is therefore recommended that the City Council formally receive the feasibility study for the
street reconstruction, drainage and utility improvements to the Chanhassen Estates subdivisions 1
(1st, 2nd, 3rd and Wisely Estates), Project No. 93 -10, and call for a public hearing at their
regular meeting on October 11, 1993.
