The purpose of this memo is to seek direction from the Council regarding an application for a kennel
permit at the above address.
BACKGROUND

Christopher Thompson at 8665 Chanhassen Hills Drive North has applied for a kennel permit. The

own four dogs. This is a renewal of an existing permit that has been in existence for one year.
Pursuant to procedure, the application for this permit was published in The Villager newspaper, and
two letters objecting to this permit were received.
ANALYSIS
Public Safety Officer Bob Zydowsky conducted the inspection, and took advantage of the opportunity
to discuss the complaints with the applicant. Attached is Bob's report.
1 Based on Bob's findings, together with the fact that to the best of our knowledge complaints have
never been received, our recommendation is that the permit be issued. The Animal Control Officers
will maintain an awareness of this situation, and the residents that submitted the letters will be
advised of the most expedient manner of calling in complaints, which we will respond to.
1 RECOMMENDATION
It is the recommendation of staff that this kennel permit be issued.

On August 17, 1993, I was at 8665 Chanhassen Hills Drive North and talked with Lisa
Thompson regarding the renewal of their kennel permit for 1993. More specific, I was there 1
upon the City Manager's request that I talk with them regarding two complaint letters the City
had received about the renewal of their kennel permit. I spoke with Lisa Thompson for about
20 minutes on this matter. I explained to her that the complaint letters were about two specific 1
issues; the condition of the yard where the dogs are kept and a complaint about barking and
snarling from her dogs.
The concern about the appearance of the Thompson residence is unfounded. The area where the 1
dogs are kept is in the front of the house enclosed by a white picket fence about 4 feet high. The
enclosure is mostly grass with a medium sized shade tree, and an area with landscape stone 1
closer to the residence. The area looked clean and the animals appeared to be very well kept.
This was not your typical kennel situation and meets all the standards the State of Minnesota
requires. 1
As far as the barking and snarling, the dogs did bark when I approached the residence, but not. 1
any more than any other dog would have. When the owner came out, the dogs were quiet. I
explained to Lisa Thompson about the barking complaints we had received and she was
concerned. She admitted that at times the dogs do bark, but she is quick to quiet them or bring 1
them in the house. Lisa Thompson works out of her home, and is with the dogs all day.
My recommendation for the kennel permit is to issue the permit and monitor any complaints we 1
get. I told Lisa that if we can substantiate the complaints, we may have to look at a revocation
or denial any future permits.
The Lisa Thompson are genuinely concerned about this and are very conscientious dog owners. 1
