Chief Training & Safety Mark Littfin - Fire Marshal DATE: January 18, 2013 SUBJ: Monthly City Council Update Fire Department Overview: Staffing is at 49 active firefighters as of December 31, 2012. There is one firefighter currently on leave and four new members attending probationary firefighter training. There were three retirements in 2012 compared to five firefighters in 2011. Our total calls for the year were at 513 calls versus 559 for 2011; we were down 8.3% for calls and 4.6% for paid call hours. Staff Time (not call related) Our staff time for community events, fire education, duty crew standby, and department meetings are at 3,399 hours for 2012 compared to 3,283 hours in 2011 ( +3.5 %). Training Training hours ended 2012 at 6,784 hours versus 4,061 hours in the prior year. Currently we are focused on completing our mandatory training that is required by OSHA and NFPA (Right to know, Bloodbourne Pathogens, Lock Out /Tag Out, etc), and EMS re- certification. Our officers are engaged in incident command simulations using the mobile command training center (CTC). We recognize the need to develop qualified apparatus operators and will be meeting that need through specialized training through Hennepin Technical College. Fourteen members will be taking the class which will almost double the number of qualified operators. Safety: Safety is always important to us and we embrace the continued health and wellness of our members through risk reduction endeavors such as health surveillances, our Chaplain Program, and education. Mr. Mike Music provided us with a safety evaluation of our facilities and equipment. Maintenance and weekly evaluations of our fleet's readiness is maintained and we continue to track our personal protective equipment (PPE) to assure it is operational. There was one crash of a vehicle that resulted in minor damage to the plastic on a bumper. The cause was identified and deemed to be operator error. Compliance: Annual ladder, pump, hose, PPE, SCBA testing, and Health Surveillance program has been completed for the year ending December 31, 2012. Fire Study: Springstead Incorporated out of St, Paul, MN was hired to conduct the Master Planning/Shared Services study for the City of Chanhassen. The site visit occurred on November 12 & 13, 2012. We are now in the data collection phase. This study is projected to be completed in March 2013. Community Activities: Currently members are preparing for the Fight for Air Climb to be held on February 23 in downtown Minneapolis. This is an American Lung Association annual fundraiser that challenges fire departments to raise money and to be the fastest four person team to the top of the Accenture Tower in full firefighter PPE and SCBA. Last year the fire department placed second in both fundraising, raising funds in the amount of $11,001, and as the fastest team. Fire Marshal: Fire Prevention: There is nothing new to report on at this time. Fire Inspections: In the month of December all the schools in the City received fire inspections. Violations noted were minor and should be corrected in two to three weeks. All day care centers will be inspected in the next two weeks. Other buildings that received inspections were various restaurants, and automotive repair related businesses. Current projects at various stages of completion include Autobahn Motorplex, K. Hovnanian Town Homes, Feed My Starving Children, Retail Tech, Canine Club, Liberty Town Homes, Bee Hive homes, and various smaller remodels. Fire Investigations: There are two fires to report on. The first one occurred on Sunday, December 23, 2012 at 3:01 am at Foss Swim School. It was reported as a working fire on the roof. The roof was in the process of being replaced and crews were working there the previous day. An employee at Summerwood of Chanhassen observed the fire and notified the fire department. The fire burned a 20' x 20' hole in the roof which was slated to be removed that following morning. Fire crews left around 5:36 am. No injuries were reported. The cause of the fire was determined to be sparks from a grinding wheel used to cuts bolts holding the old roof panels in place. The second fire was on Saturday, January 5, 2013 at 4:17 pm on Bellevue Court. Workers at a house under construction noticed flames on the exterior of the house and called the fire department. The fire damage was limited to one of the eaves on the garage. This was the second fire in the exact location at this home in less than a month. The cause was sunlight reflecting off the neighboring house's window which acted like a magnifying glass. The fire department left the scene at 5:36 pm and no injuries were reported. a -.
