Fax: 952.227.1404 the Federal Transportation Enhancement grant, the joint project could not be Planning & OVERVIEW Natural Resources Phone: 952.227.1130 The City of Chanhassen and Carver County are currently participating in a joint Fax: 952.227.1110 powers agreement to construct a pedestrian trail and underpass within the Highway 41 corridor. This project will construct a trail with a northern terminus at Public Works the Minnetonka Middle School driveway. In early discussions with Carver County, 7901 Park Place it was determined that due to funding reimbursement requirements associated with Phone: 952.227.1300 Fax: 952.227.1310 the Federal Transportation Enhancement grant, the joint project could not be expanded to extend the trail north of the driveway or build the stairway connector. Senior Center Therefore, the city entered into a separate professional services agreement with Phone: 952.227.1125 SRF Consulting Group to design and build the "city" trail extension and stairway. Fax: 952.227.1110 The northerly trail extension starts at the school driveway and extends 450 feet to Web site www.ci.chanhassen.mn.us Chaska Road and includes a pedestrian crossing of Highway 41 immediately south of Chaska Road. A pedestrian crossing in the vicinity of the school has been Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Mr. Todd Gerhardt January 28, 2013 Page 2 sought after for many years. The design of the crossing features a raised median landing in between the north and southbound lanes, an amenity that will provide a refuge for pedestrians as they negotiate crossing this busy roadway in addition to a flashing beacon signal system. The stairway connection included in this project was a feature identified during the development review phase of the Highover neighborhood. The stairway is designed to include a series of 5 -ft. long and 6' /2 -ft. wide landings connected by three 6 1 /2 -inch risers. The top side of the stairway will be connected to Highover Drive with a concrete sidewalk and the bottom side of the stairway will be connected to the new Highway 41 trail in the same fashion. NEXT STEPS Staff has split the project into two components — the first being the "Trail Extension and Pedestrian Crossing with Flashing Beacon" and the second being the "Stairway Connector ". We are proposing that the Trail Extension and Pedestrian Crossing with Flashing Beacon be bid as an add /alternate to the TH 101 and Pleasant View Road intersection improvements and that the Stairway Connector project be awarded to Theis Construction with their low quote of $59,260. Staff will make a presentation to the Council describing this work and proposing how best to accomplish the various tasks at the January 28 work session. ATTACHMENTS 1. Stairway Quotes 2.
