Please find attached a resolution approved by the Bloomington City Council on February 10, 1992

which supports issuance of Legislative Commission on Minnesota Resources funds for the
Minnesota Department of Natural Resources proposal to study "Ecoloav and Manaaement of
Urban Deer Population ". This study would help cities, agencies and the public to resolve urban
wildlife management problems.
The study should result in methods for control and removal of deer in residential neighborhoods
and information regarding the effects of feeding upon deer population and movement. Due to the
large deer population, existing survey and control programs and the frequency of deer complaints,
much of the research should be conducted within Bloomington and the adjacent Minnesota River
Valley communities.

' A RESOLUTION REQUESTING APPROVAL AND FUNDING OF A PROPOSAL BY THE
MINNESOTA A DEPARTMENT OF NATURAL RESOURCES TO STUDY URBAN DEER MOVEMENTS
1 WHEREAS, the City Council of the City of Bloomington is the official governing body
of the City of Bloomington; and
I . WHEREAS, the City Council of the City of Bloomington adopted a Comprehensive .
Plan on March 16, 1981, pursuant to the requirements of Minnesota Statutes, Section 473.864,
which includes a chapter on environmental protection and a section on wildlife management; and
1 WHEREAS, the City of Bloomington participated in the Minnesota Valley Deer
Management Task Force whose recommendations were accepted on October 12, 1990; and
1 WHEREAS, the Natural and Historical Resources Commission was requested. to
further study and make recommendations on a comprehensive strategy for managing deer in
' Bloomington, which included a recommendation to pursue studies - on deer movement; and
1 WHEREAS, the City Council unanimously approved the recommendations of the
Natural and Historical Resources Commission regarding deer management on August 19, 1991; and
1 WHEREAS; the Natural and Historical Resources Commission has reviewed a
proposal by the Minnesota DNR Wildlife Division to study the "Ecology and Management of Urban
' Deer Populations ", and has found that the proposal outlines an important research objective to learn
about managing urban animal populations near people, which is in the best interests of the City; -
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
1 BLOOMINGTON IN REGULAR MEETING ASSEMBLED, that the City Council hereby requests the
Minnesota Department of Natural Resources and the Legislative Commission on Minnesota
' Resources to fund an urban deer movement study which will help facilitate the coexistence of
people and animals in the metropolitan area.

' Dear Mr. Harr,
I am writing to request your support for our proposed
Legislative Commission on Minnesota Resources (LCMR) project,
"Ecology and Management of Urban Deer" (see enclosed summary).
This project cleared the initial screening and was presented to the
Commission members in early June. Final decisions on funding
allocations will be made by July 1.
I believe this project will benefit all the Metro area
municipalities, particularly those who are unsure how to proceed in
managing deer that inhabit their environs. Our efforts will
concentrate on the efficiency, effectiveness and cost of management
methods and programs currently available for use in urban areas.
This information, coupled with data from a deer movement and
behavior study, will allow us to devise innovative, new management
initiatives as well as critically evaluate existing programs. In
addition, we propose to produce a template for better coordination
among governmental agencies and organizations which will improve
the timeliness and logistics of program delivery. Groundwork for
developing deer management policies and programs in the Metro area
has already been established as detailed in the enclosed reprint
from the North American Wildlife and Natural Resources Conference.
At this point the support we need is letters and /or phone
calls to members of the Legislative Commission on Minnesota
Resources, particularly from high- ranking city officials and
influential community members. In addition, requests of Metro area
representatives and senators to contact commission members would
also likely be effective. I enclose a copy of a letter and
resolution from the Mayor and City Council of Bloomington as an
example of support that has already been offered. Letters will
need to be received by July 1 to maximize the impact.
