WORK SESSION
OCTOBER 13, 2003
Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman Labatt,
and Councilman Peterson
COUNCIL MEMBERS ABSENT: Councilman Lundquist
STAFF PRESENT: Justin Miller, Todd Hoffman, Lori Haak, Todd Gerhardt, Kate Aanenson,
and Bruce DeJong
UPDATE ON LAKE SUSAN SCHEDULE FOR LAKESHORE EROSION CONTROL.
Todd Gerhardt provided background information on the work that's been done to date. Lori Haak
outlined the proposed construction schedule for the project and the cost for city owned property.
The Conservation District is willing to share in the cost of this project and had proposed a 50/50
split. Council concurred with the 50/50 split. Staff stated they were looking for direction from the
council on the amount and method of payment. Mayor Furlong asked if private lakeshore
owners had the option of working with the city's contractor. Todd Gerhardt stated the city could
provide the name and phone number of the contractor and they would work on a private contract
basis. Councilman Labatt asked staff to explain the vegetative options available. Councilman
Ayotte asked what work could be done this year to mitigate erosion happening in the spring, prior
to this work taking place. Lori Haak stated in discussions with the contractor, the cost of
installing temporary control measures outweighed their benefit. Councilman Labatt asked if rock
walls could be built in the winter. Lori Haak stated they could, but that plans and specifications
weren't complete at this time. Kate Aanenson explained there are other projects already in the
works which have higher priority, or have been held off, so the goal is to keep working on this
project and if a time slot opens, they can take advantage of that. Todd Gerhardt stated staff will
make sure the trail does not erode further and will monitor the erosion near the sewer line. Ken
Wencl, a resident on Lake Susan, asked if the hole in the trail will be fixed this year. Todd
Hoffman stated fencing will be placed around problem areas. Mr. Wencl asked for the reason the
engineer's estimate increased from the estimate in May. Mayor Furlong asked if there were any
other areas in the city where erosion was taking place, and asked that the city be proactive rather
than reactive in those areas. Ken Wencl showed pictures of the silt and sand going into Lake
Susan from construction activity in the area and read Minutes from a pre-construction meeting
held in Waconia last April regarding the erosion control measures that would be used. Lori Haak
stated the amount of silt runoff into the lake was negligible and was monitored closely by staff.
Councilman Peterson suggested that if there were problems with the contractor, that they not be
used in the future.
2004 BUDGET PRESENTATION.
Park and Recreation Department:
Todd Hoffman introduced the Park and Recreation staff, Jerry Ruegemer, Kara Wickenhauser,
Susan Marek, and Dale Gregory and gave a power point presentation for the department's 2004
budget proposal. Councilman Labatt asked who provides maintenance on the new frontage road
boulevard. Councilman Peterson asked for clarification on the 10 percent proposed cuts, if

they're from the 2003 proposed or actual budget. Councilman Ayotte asked if a ratio between
revenue and cost could be achieve. He stated he was more concerned with infrastructure, public
safety and planning than park and recreational issues. Todd Gerhardt stated staff wasn't looking
for feedback, but this was more a function of departments providing their budgets and proposed
10% cuts. Mayor Furlong asked if the Rec Center had any impacts from increasing the punch
card prices and the time line of those increases.
Community Development Department:
Kate Aanenson and Steve Terrell were present from this department, and provided a power point
presentation. Mayor Furlong asked how current revenues are tracking with projected revenues
and asked that discussion relating to the rental licensing inspection be scheduled for a future work
session meeting.
Mayor Furlong adjourned the work session at 7:00 p.m.
