Re: 2004 Street Improvement Project - City Project 04-01
Scope of Services for Design and Construction
Our File 393-03-141
Dear Matt:
As requested, we have prepared a revised estimate of the design and inspection engineering hours for
the 2004 Street Improvement Project based on the scope of work included in the Feasibility Report.
The overall engineering as a percentage of the construction costs has been reduced. The estimated
construction cost at this time is 1.66 times higher than the estimated cost at the time of the original
estimate of hours was prepared.
The new estimated design and construction hours and correlating costs are as follows:
Design.
Survey 22 hrs $ 3,630
Project Management 37 hrs. $ 4,218
Plan Preparation 366 hrs.(i) $30,153
Meetings and Updates 28 hrs. $ 3,192
Bidding 37 hrs. $ 4,218
Assessments 35.3 hrs. $ 4,033
Council Meetings 16 hrs. $1,824
TOTAL $51,268
Construction.
Precon 8 hrs. (2) $ 792
Inspection 382 hrs. $32,088
Meetings and Updates 36 hrs. $ 4,104
Survey 74.5 hrs. $11,920
Record Plans 51 hrs. $ 3,825
TOTAL $52,729
2335 West Highway 36 - St. Paul, MN 55113 · 651-636-4600 · Fax: 651-636-1311
(1) Based on 192 hrs. reg. eng., 25 hrs. Proj. mang., & 149 hrS tech.
(2) Based on 4 hrs. reg. eng and 4 hrs. proj. manager.
The total engineering estimated in the feasibility report was $t55,943. Using the numbers actually
proposed herein can be one of our five cost saving measures.
We propose to use Mark Statz as the project inspector for this project. As you know, Mark is an
engineer with several years of experience in street 'reconstruction projects. Mark will be able to fOCUs
his full attention on this project. Eric Lembke will be available to assist Mark when necessary. We
hope that this arrangement will provide the City with the level of service that this project requires
and that you have requested.
We have previously discussed the possibility of using the City' s engineering intern or another Staff
person to help out with some of the inspection duties. If this can be arranged, the insPectiOn hours
estimated above can be reduced.
The next task on the project will be to get the field Survey work cOmpleted. During that process We
will complete an inspection of the existing seWer struCtures to verify their condition: ObVioUsly, this
work needs to be completed as soon as possible to take advantage of the remaining warm weather.
After the survey is completed, we will prepare a preliminary design that will look at possible cost
saving measures. We will report back to the Council with our suggested cost saving measures before
we proceed to final design.
We look forward to working with you on this project. Feel free to contact me if you have any
questions or require any further assistance:~ ·
Sincerely,
BONESTROO ROSENE ANDERLIK AND ASSOCIATES
