FEBRUARY 11, 2013
Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to
the Flag.

CONSENT AGENDA: Councilwoman Tjornhom moved, Councilwoman Ernst seconded to
approve the following consent agenda items pursuant to the City Manager’s recommendations:
a. Approval of Minutes:

Receive Commission Minutes:

Resolution #2013-08:
b. 2013 Inflow/Infiltration (I/I): Approve Resolution Applying for and
Executing a Grant with the Metropolitan Council.
c. TH 101 Improvement Project, Lyman Boulevard to Pioneer Trail: Approve Wetland Alteration
Permit (WAP) and Wetland Conservation Act (WCA) Mitigation.
Resolution #2013-09:
d. Approval of Clean Water Fund Grant.
f. Wynsong, 7042 Galpin Boulevard:

Resolution #2013-10:

Rottlund Homes/Northbay.

All voted in favor and the motion carried unanimously with a vote of 4 to 0.
VISITOR PRESENTATIONS:
Bruce Olson, 2432 Lake Lucy Road and Jon Steele, 6941 Highover
Court expressed concern with the proposed location of Xcel Energy’s high voltage transmission tower
expansion project and stated support for the Highway 5 route currently being studied.
2013 STREET IMPROVEMENT PROJECT 13-01-3 AND 13-01-4: PUBLIC HEARING ON
FEASIBILITY STUDY; AUTHORIZE PREPARATION OF PLANS & SPECIFICATIONS FOR
THE HORSESHOE CURVE/INDIAN HILLS AND SANDY HOOK NEIGHBORHOODS.
Paul Oehme reviewed the project area and plans and specifications for the road improvement projects.
Mayor Furlong asked for clarification of the soil work done on Sandy Hook Circle and plans for storm
water management improvements. Councilwoman Ernst asked for clarification of the pavement condition
index (PCI) numbers for Sandy Hook and Sandy Hook Circle. Mayor Furlong opened the public hearing.
Vicki Handler, 500 Indian Hill Road stated she did not think the road needs to be fixed, concern with the
timing coinciding with graduation in June and that she has not heard of anyone on Indian Hill Road who
supports this project. Eric Newton, 500 Indian Hill Road, being an engineer and fire fighter in
Minnetonka, stated he was struggling with why the City wants to spend money in these economic times,
much less put it back on the taxpayers. Bruce Nord, 551 Indian Hill Road referred to a letter from his
neighbor Kevin Pieper who worked for the County for 30 years and is very familiar with PCI and the
City’s data management software which seems to be quite flawed because it doesn’t take into account the
amount of traffic on the road and the fact that this is very bad timing with the current economy and having
to pay $1,300. Carri Hammett, 6697 Horseshoe Curve expressed concern with runoff issues in her yard
currently and if that problem will get worst with this project and clarification on the financing. Steve
Wanek, 6615 Horseshoe Curve asked for clarification of the hydrant and sewer work being done and
asked about improvements to the Horseshoe Curve/Pleasant View Road intersection.
Councilwoman Tjornhom excused herself and left the meeting at this point.
Mayor Furlong continued the public hearing with the Sandy Hook neighborhood. Drew Vohs, 31 Sandy
Hook Road asked if it was possible to segment his section of road out of the project and concern with
speed and truck traffic during construction. Ben Paulson, 7013 Dakota Avenue expressed that he would
like to have the streets nice and pretty but to do a complete overhaul in their neighborhood is a bit much.
Tom Peterson, 7020 Sandy Hook Circle asked for clarification on why the estimated 40% assessment cost
went from $1,000 to $1,500. Pat Peterson, 7020 Sandy Hook Circle expressed concern with the 10 year
plan and the fact that their road was paved in 2011 and again now in 2013. Mayor Furlong closed the
public hearing. After follow up questions and discussion by council members the following motion was
made.

Resolution #2013-11: Councilman McDonald moved, Mayor Furlong seconded that the City
Council authorize the preparation of plans and specifications for the 2013 Street Improvement
Project Nos. 13-01-3 and 13-01-4, Horseshoe Curve-Indian Hill and Sandy Hook areas and table
ordering the improvements . Councilman McDonald and Mayor Furlong voted in favor.
Councilwoman Ernst voted against. The motion carried with a vote of 2 to 1.

CORRESPONDENCE DISCUSSION.
Councilman McDonald asked for clarification of why the letter
regarding the Melody Hill street project was included in the correspondence packet.
Councilwoman Ernst moved, Councilman McDonald seconded to adjourn the meeting. All voted in
favor and the motion carried unanimously with a vote of 3 to 0. The City Council meeting was
adjourned at 8:55 p.m.
