Project No. 13 -04: Approve Resolution of Support for DNR Local Trail
Connection Grant Application
PROPOSED MOTION
"The City Council approves a grant application through the DNR Local Trail Connection
Program in the amount of $150,000 to help pay for the cost of the TH 101 MN River
Flood Mitigation and CSAH 61 Trail Improvements."
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
At the January 13, 2013 work session, City staff and the Carver County Engineer gave the
City Council an update on the TH 101 MN River Flood Mitigation project and improvements
to CSAH 61 (Flying Cloud Drive). At that meeting, staff was directed to look for
opportunities to make a separated pedestrian crossing at CSAH 61 to improve safety of
pedestrians.
DISCUSSION
Since the January Council work session staff has been meeting with MnDot and Carver
County to work on project design issues and coordination items. The TH 101 MN River
Flood Mitigation project will have a trail included on with the bridge. This trail segment will
connect with Scott County and Shakopee's trail system. The plan is to construct a trail from
the TH 101 MN River Flood Mitigation Bridge north on TH 101 and cross CSAH 61 under a
new bridge at Bluff Creek. The trail will then extend to the east to connect with a future
Hennepin County/Eden Prairie Trail on CSAH 61. The trail along CSAH 61 will also be
extended west of Bluff Creek along CSAH 61 to Bluff Creek Drive and connect to the
Minnesota River Bluff LRT Regional Trail. MnDot will be paying for the trail on the TH
101 MN River Flood Mitigation Bridge but the local agencies will be responsible for the trail
cost north of the Flood Mitigation Bridge and along CSAH 61.
To help offset some of the local cost for the trail, staff would like to apply for Minnesota
DNR Local Trail Grant funds. The City was successful in acquiring these grant funds for the
TH 5 pedestrian underpass at Minnewashta Parkway in 2011. The City will be requesting the
maximum grant amount of $150,000. The estimated trail improvement cost not associated
with the TH 101 Flood Mitigation Bridge is $516,000. The total grant funds available are
anticipated to be $805,000. Projects awarded grant funds will require a 20 -year maintenance
commitment by the project sponsor.
The DNR Grant application is due March 29, 2013. A DNR selection team will review and
rank applications during the spring of 2013. Grant awards will be announced in the summer
of 2013.

WHEREAS, the City of Chanhassen supports the grant application made to the Minnesota
Department of Natural Resources for the Local Trail Connections Program. The application is to
improve the TH 101 MN River Flood Mitigation Project and CSAH 61 trail system. These trail
improvements will improve safety of pedestrians;
WHEREAS, the City of Chanhassen will be requesting the maximum grant amount of
$150,000 and if awarded grant funds will be required to provide a 20 -year maintenance commitment
by the project sponsor..
NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. If the City of Chanhassen is awarded a grant by the Minnesota Department of Natural
Resources, the City of Chanhassen agrees to accept the grant award and may enter into an
agreement with the State of Minnesota for the above - referenced project. The City of
Chanhassen will comply with all applicable laws, environmental requirements and regulations
as stated in the grant agreement.
2. The City Council of Chanhassen of Chanhassen names the fiscal agent for the City of
Chanhassen for this project as:

3. The City of Chanhassen hereby assures the TH 101 MN River Flood Mitigation Project and
CSAH 61 trail improvements will be maintained for a period of no less than 20 years.
