PROPOSED MOTION
"The City Council approves a contract in the amount of $30,045 with Parrott Contracting,
Inc. and authorizes construction of the Lake Susan Hills Drainage Improvement Project,
S WMP -12: 10 -01."
City Council approval requires a simple majority vote of the City Council present.
In the fall of 2009, staff was contacted by members of the Lake Susan Hills Townhome
Association with concerns about back yard flooding and
very poor drainage. After visiting the site and modeling
the drainage it was determined that there was some
reason for concern. WSB and Associates, Inc were
retained to perform a feasibility study and present
possible solutions to the issue. Further, this pond is
twenty years old and should be schedule for a dredging.
Four possible improvements were suggested as shown
Planning & in the attached Figure 2. It was determined that of the

In August of 2012, the City was again contacted by Mr. Rod Nelson and others
representing the HOA. The Council was copied on that email correspondence. Since
this time, staff has completed plans and specifications for Improvement Options 3 and
4, had the pond sediment tested for contaminants, and has solicited bids from three
qualified grading contractors. Their bids are as follows:

Parrott Contracting, Inc. has performed numerous projects for the City and has met or exceeded
expectations in all cases. Staff is recommending that Parrott Contracting be awarded the contract for
the Lake Susan Hills Drainage Improvement Project, SWMP -12: 10 -02 and is authorized to proceed
immediately.
The work should be performed before the weather warms so that a frozen condition can be
maintained on the pond bottom. To this end, pond draw down would begin on or around February
26, 2013 with pond excavation taking place soon thereafter. It is anticipated that pond excavation
would take three days or less depending upon weather. The structure will then be constructed with
substantial completion anticipated to occur no later than March 15, 2013. Final restoration will take
place in late April or early May contingent upon the weather.

Justification
Chere are over 170 stormwater ponds in the City of Chanhassen, all requiring regular maintenance to assure they function to National Urban
