City Council approval requires a simple majority vote of the City Council present." BACKGROUND At the September 10, 2012 work session, staff reviewed with Council the proposed 2013 Street Improvement project areas. On September 24, 2012, the City Council authorized the preparation of the feasibility report. Open houses were held on November 7, 2012, November 14, 2012, and November 15, 2012. On December 10, 2012, the City Council accepted the feasibility study for the proposed 2013 street improvements. The public hearings for project areas were held on January 14, 2013 (Greenwood Shores), January 28, 2013 (Melody Hill area) and February 11, 2013 (Horseshoe /Indian Hill and Sandy Hook areas). Preparation of plans and specifications for each project area was authorized after each respective public hearing. Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow 2013 Street Rehabilitation Project 13 -01: Approve Plans &Specifications; Authorize Ad for Bids February 25, 2013 Page 2 OVERVIEW, PURPOSE AND NEED FOR IMPROVEMENTS Every year the City considers streets that are in poor condition to be rehabilitated or reconstructed. For the 2013 Street Rehabilitation Project, staff is proposing to rehabilitate approximately 4.6 miles of streets. The street segments within the proposed project were identified by the City's Pavement Management software in conjunction with site investigations and are shown below. The streets in general have deteriorated, because of the age. The potholes and other pavement problems present have created poor driving conditions and have weakened the subgrade soils. The pavement condition indices for each project area are summarized within the report. A score of 100 represents a new street and 0 represents a completely deteriorated street. Pavements between 45 and 65 are generally considered needing a rehabilitation or overlay. Streets in this condition range should be rehabilitated at this time then wait until the street condition gets much worse. Waiting much longer, the streets would most likely deteriorate more rapidly and cost more to make improvements in the future. If left unimproved, the streets would most likely need to be reconstructed and would require a greater assessment. GAENG\PUBLIC\ 2013 PROJECTS\13 -01 Street Rehab \02 -25 -2013 app plans & specs.docx 2013 Street Rehabilitation Project 13 -01: Approve Plans &Specifications; Authorize Ad for Bids February 25, 2013 Page 3 GREENWOOD SHORES PROJECT AREA Approximately 1.8 miles of streets are proposed to be full depth milled and overlaid within the Greenwood Shores neighborhood located between Powers Boulevard and Lake Lucy. The streets proposed for rehabilitation were selected based on the pavement condition scores and site investigations. The streets in this area are 37 years old and were last sealcoated in 1992 and 1997. Redman Lane and Shawnee Lane had a thin overlay paved by the Street Department in 2000 to keep the street from completely deteriorating. Over the last several years, the Street Department has had to significantly patch this area due to the condition of the streets. These streets can no longer be maintained cost effectively with minor maintenance techniques. The pavement condition indices (PCIs) from a survey done in 2010 are shown on the map below. Subgrade corrections would be done as needed. G:\ENG\PUBLIC\-2013 PROJECTS\13 -01 Street Rehab \02 -25 -2013 app plans & specs.docx 2013 Street Rehabilitation Project 13 -01: Approve Plans &Specifications; Authorize Ad for Bids February 25, 2013 Page 4 When major projects are proposed, the City's practice has been to urbanize neighborhoods by adding concrete curb and gutter and an engineered storm sewer system. In order to urbanize neighborhood streets, storm water treatment is a critical component. In this neighborhood, very little opportunity is available to conventionally treat stormwater runoff. There is no space available to treat the runoff in stormwater ponds that meet the City's stormwater quality requirements therefore staff is proposing to replace the streets and not add concrete curb and gutter throughout the project area. Staff has completed a storm sewer analysis of this area. The Street Department has inspected this storm sewer and determined that most sections of pipe under the streets are in poor condition and need to be replaced. Most of the storm sewer in this neighborhood is galvanized pipe; reinforced concrete pipe is proposed as the replacement pipe. Some of the pipes should be resized to help with larger rain events. Previously staff had discussed the possibility of installing a rain gardens on two of the properties on the west side of Utica Circle to address drainage issues in the area. After meeting with the residents on -site, it was determined that the drainage can be addressed with the paving operation in conjunction with some minor grading modifications on the properties. The existing bituminous curb in the area is proposed to be replaced to keep the drainage pattern the same. Draintile is proposed to be incorporated into the design to alleviate some groundwater problems. Most of the catch basins in the streets are also proposed to be replaced. Environmental manholes are proposed to be added at discharge points along the lake and wetland to capture floatable debris and sediment. Four St. Anthony Falls Laboratory Baffles (or SAFL Baffles) are proposed to be installed for water quality purposes. Staff had the sanitary sewer system televised in this area. The system is in fair condition with only minor repairs identified at this time. The repairs are recommended for inflow and infiltration issues. The main sanitary sewer improvements proposed are I/I barriers for sanitary manholes. The watermain in this area is ductile iron. City records do not show any watermain breaks in this area however, the soils are shown to be somewhat corrosive based on the soils testing. It is recommended to replace the bolts on the valves and some hydrants at this time. Staff is planning to add a watermain anode bag that acts as sacrificial material to help prolong the life of the watermains. MELODY HILL PROJECT AREA Approximately 1.2 miles of streets are proposed to be full depth milled and overlaid within the Melody Hill area generally located in the southeast corner of Highway 41 and Highway 7. Chaska Road was built in 1963, Melody Hill Road and Murray Hill Road in 1971, Crestview Drive and West 65th Street in 1979, and Whitetail Ridge Court in 1988. The streets were sealcoated in 1994, 1999 and 2007. The pavement condition indices (PCIs) from a survey done in 2011 are shown on the map below. Subgrade corrections would be done as needed. The Melody Hill /Chaska Road intersection is prone to icing. To remedy the situation, staff proposes to install a better defined crown in the road to direct drainage away from the intersection. Additionally, draintile is proposed along a portion of Melody Hill to capture groundwater and sump pump discharge. Draintile is also proposed along a portion of Chaska Road and West 65t' Street. Culvert replacement is recommended on White Tail Ridge Court. The PCIs of streets outside of the proposed project area are shown in yellow on the map to the right. The lowest historical PCI for Hummingbird is about 72. The lowest historical PCIs of the remaining streets are around 80. Staff researched the historical PCIs of all street sections within the Melody Hill project area (see below). Information for the 11 street segments analyzed shows that a sealcoat temporarily increases the PCI. This street segment was constructed in 1979, representing a PCI of 100. Between 2005 and 2008, the surveyed PCI increased by about 40. Maintenance records indicate that the street was sealcoated in 2007, which would have covered up the cracks, patching, etc. that lowered the PCI. Likewise, between 1999 and 2002, the surveyed PCI increased by about 25. Maintenance records indicate that the street was sealcoated in 1999 and 2007. It is recommended that most of the vitrified clay sanitary sewer along Chaska Road be replaced due to sags, infiltrating joints and cracks in the pipe. The pipe and manhole condition will be field verified. The cost estimates provided in this report are based on these findings and recommendations. The plans include a bid alternate for installation of three new sanitary sewer and watermain services from the existing public utilities adjacent to 6300 Chaska Road. This is proposed to provide service to Lots 1, 2 and 4 of Fretham 15th Addition; sewer and water to Lot 3 will be from the existing services. Consideration of the preliminary plat approval for Fretham 15th Addition is also scheduled for the February 25, 2013 City Council meeting following a positive recommendation from the Planning Commission at their February 5, 2013 meeting. The cost of the installation would be assessed to the properties. The developer is amenable to this proposal. Cast iron watermain pipe is within Murray Hill Road, Melody Hill Road (TH 41 to Murray Hill Road) and in West 65th Street. The remaining watermain in the project area is ductile iron pipe. The only documented watermain break in the area is on West 65th Street, which occurred in 2003. Staff recommends that the gate valve bolts be replaced in conjunction with the project. Typically, gate valve bolts that are in the ground and exposed to soils for this length of time have a tendency to corrode and break. Anode bags should be added to all areas where the watermain is exposed. The types of hydrants in the area are not easy to maintain and can cause operational problems and most should be replaced. HORSESHOE/INDIAN HILL PROJECT AREA The streets within this project area were constructed in 1978 and were sealcoated in 1994, 1999 and 2007. These streets are 35 years old. Normally streets need an overlay when they are 20 -25 years old. Heavy patching of the roads took place in 2011. A mill and a 3" overlay are proposed. The estimated PCIs presented with the feasibility study are shown on the map. The City's pavement management consultant surveyed Horseshoe Curve and Indian Hill Road in November to determine the actual PCI. The historical PCIs for Indian Hill Road are summarized in the following table. PCIs are based on observed pavement distresses -such as cracks and patches- not how smooth the ride is on the street. Between 2002 and 2005 the PCI dropped over 40 points. It is likely that the pavement distresses were not visible during the 2002 survey due to the sealcoat performed in 2001. Once a sealcoat wears off the cracks and patches on the street become visible, which lowers the PCI. Since the neighborhood meeting, the soils investigation report was completed. Staff revised the recommended strategy for Sandy Hook Circle to an edge milled and a 2" overlay since streets have curb and gutter and have an adequate aggregate base section. This design change has also lowered the proposed assessment amount for Sandy Hook Circle. The estimated assessment included in the public hearing notice for Sandy Hook Circle was $1,507.56 /unit. Based on the soils information and detailed review associated with the plan preparation staff estimates that the amount of subgrade correction will be less than what the estimate included, therefore a lower unit assessment is expected, as was discussed with residents and Council in December. The other areas in this neighborhood are still recommended to have a full depth mill and overlay. Due to the fully- developed condition within this area, there is little opportunity to install stormwater management facilities within the area. Staff is planning to meet with the residents along the Sandy Hook Road cul -de -sac and Dakota Avenue to discuss opportunities to install rain gardens. A map of the existing storm sewer and drainage area boundaries is shown below. The watermain within this area is ductile iron pipe. There are no documented watermain breaks. It is recommended to replace the bolts on the valves and some hydrants at this time. Attaching anode bags to the watermain at all excavated watermain areas is recommended. The sanitary sewer has been televised to determine if there are any structural deficiencies and/or inflow /infiltration issues with the pipe. One section of pipe within Dakota Avenue will be sealed with the inflow /infiltration project this year. The remainder of the pipe is in good condition. FUNDING Funding for the project is anticipated to come from several sources. Forty percent (40 %) of the street improvement cost would be assessed back to the benefiting property owners per the City's assessment practice. The remaining 60% of the street cost would be a City cost. Assessment amounts are proposed to be specific to each project area. While proper preventative maintenance extends the life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective. Rehabilitation projects extend the life of the street. In cases with utility or poor sub grade needs to be replaced or where streets have deteriorated Y to a point where rehabilitation will no longer be practical reconstruction of the street is necessary. A feasibility study is written to consider the .., merits of the project and scope of work. The program also detects and eliminates points of ' entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration Report. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees. Justification I City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to the City for sewage disposal and increasing the load on the City's lift stations. If significant repairs are necessary to the existing water main, replacement may be the most cost effective option. Given the highly corrosive soils in the City, water main replacement is an ongoing project in the City. Such plans and specifications, a copy of which can be reviewed at the office of the City Engineer, are hereby approved. 2. The city clerk shall prepare and cause to be inserted in the official city newspaper and on QuestCDN.com, an advertisement for bids upon the making of such improvements under such approved plans and specifications. The ad shall be published at least three times, shall specify the work to be done, shall state that bids will be opened and that the responsibility of the bidders will be considered by the Council at 7:00 PM on Monday, April 22, 2013, for the 2013 Street Rehabilitation Project No. 13 -01, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the clerk and accompanied by a bid security payable to the clerk for 5% of the amount of such bid.
