1 SUBJ: American Legion Donation
1 The Chanhassen American Legion Post #580 has generously agreed to
be actively involved in the development of our Emergency Operations
Center by purchasing the cellular telephone component of the EOC
1 plan as presented by the Public Safety Director. Both the
Executive Committee and the general membership of the Chanhassen
Legion have agreed to make this donation, and this memo is to
recommend that the City Council accept this and direct the Public
1 Safety Director to write a letter of thanks to the Legion.

1 PURPOSE OF REQUEST
The purchase of cellular phones will provide the necessary phone
I communications component of the City of Chanhassen's emergency
management plan. These phones would be utilized by individuals in
leadership in the time of an emergency,_or disaster in Chanhassen.
I The importance of cellular phones :iS' °that they would be using
numbers different from those presently being used by the City, and
would not be affected by the disruption of hard wired phones in the
area.
I Not only could these pones be utilized in the Emergency Operation
Center in the basement of the main Chanhassen Fire Station in the
I event of a disaster that would require complex communications, but
the phones could also be used for emergencies requiring increased
communications away from the fire station. For example, placement

in the newly acquired quired heavy rescue vehicle would be used as a
mobile communication center, or actually taken in to the field to
be used when confidentiality prohibits radio use, (such as with

narcotics enforcement, searching for an abducted child, etc.).
The completion of Chanhassen's overall Emergency Management Plan,
and the equipping of the Emergency Operation Center is the number
one priority for public safety in our City. The Emergency
Operation Center area itself in the fire station has been designed 111 to meet FEMA (Federal Emergency Management Administration)
standards, so that should funding ever become available again
through the federal government, Chanhassen would be able to obtain
these funds. Unfortunately, no such funds have been available for
years, and there no is absolutely no reason to believe such money
will open up.
The only remaining communications equipment that the EOC requires '
are cellular telephones, a fax machine, and radio equipment. Fax
equipment is last on the priority list, and we are able to utilize
portable radios until base stations can be obtained for the EOC
(even then, this will merely be a matter of purchasing base station
radios to be hooked up to already existing radio system in the fire
station). Therefore, of immediate concern is obtaining cellular
communications equipment.
THIS PROJECT IS ONE THAT THE CHANHASSEN AMERICAN LEGION POST #580
AND THE CITY OF CHANHASSEN'S PUBLIC SAFETY DEPARTMENT CAN TAKE
GREAT PRIDE IN DEVELOPING TOGETHER. THE PROTECTION OF THOSE
LIVING, WORKING OR VISITING IN CHANHASSEN IS OF GREAT IMPORTANCE,
AND ONE THAT THE CITY AND THE LEGION CAN EFFECTIVELY WORK ON
TOGETHER.
I sincerely appreciate the opportunity to present this proposal to
the Chanhassen American Legion Post.
