SUBJ: Approve Plans and Specifications for Lilac Lane
Improvement Project No. 91 -4; Authorize Advertising for Bids
The attached plans and specifications represent the construction documents for the proposed
improvements to Lilac Lane from Teton Lane east to County Road 17. As a part of the
design process, staff and the project engineer have met with the affected Chanhassen
property owners to gather input and present design information which have resulted in
design considerations to reduce project impacts to adjacent property owners. A copy of
1 these plans have also been sent to the City Engineer for the City of Shorewood for their
review and comment. I am pleased to announce that the City of Shorewood has agreed to
contribute $4,800 towards the costs of conducting this improvement project.
As discussed at the feasibility hearing, this project is intended to be coordinated with the
1 proposed street and utility improvements to Teton Lane which will be constructed under
private contract as a part of the Ithilien subdivision. Both of these improvement projects
are intended to be completed this fall. It is therefore recommended that the plans and
specifications for the Lilac Lane improvement project from Teton Lane east to County Road
17, Project No. 91-4, dated August, 1992 be approved and that authorization be given to
advertise for project bids.

Re: Lilac Lane Improvement Project No. 91-4
Dear Mr. Hermes:
1 Following the completion of the public hearing at their regular meeting on July 13, 1992,
the City Council approved a modified public improvement project for the Teton Lane /Lilac
1 Lane area. The developer of the proposed Ithilien subdivision, located immediately west
of Teton Lane and South of Lilac Lane, has agreed to construct all of the improvements
(roadway, curb and gutter, storm sewer, sanitary sewer and watermain) as described in the
1 feasibility study prepared by Engelhardt & Associates under private contract at their
expense. The proposed improvements to Lilac Lane between Teton Lane and County Road
17 will remain a public improvement project which was officially ordered on July 13, 1992.
1 The proposed roadway and storm sewer improvements to Lilac Lane are estimated to cost
$54,982 (street construction - $31,283, storm sewer construction - $23,699) as presented in
1 the feasibility study.
As we have discussed previously, the improved Lilac Lane road segment will exist within the
corporate boundaries of both the City of Shorewood and the City of Chanhassen. Lilac
Lane is proposed to be improved to a width of 28 feet. It is my understanding that your
street maintenance department would have likely placed a bituminous overlay on Lilac Lane
' within the next few years. It is also my understanding that this bituminous overlay and
associated repair maintenance to Lilac Lane between Teton Lane and County Road 17
would cost approximately $4,800. Taking into consideration that the City of Shorewood has
been maintaining Lilac Lane in the past and will continue to provide winter maintenance
of this roadway following the improvements, I would like to propose that the City of
Shorewood contribute to this project $4,800 corresponding to the cost of a bituminous

overlay and associated repair maintenance. The City of Chanhassen would in turn agree I
to improve Lilac Lane from Teton Lane to County Road 17 as proposed and assume long-
term repair maintenance of this road segment.
I would like to request that you and your staff consider this cost- sharing proposal and 1
present it to your City Council for approval at the next appropriate meeting. If you should

As a result of our recent meeting and Chanhassen City Engineer
Charles Folsh's letter of August 13, the Shorewood City Council
I has agreed to contribute $4,800 toward the project of improving
Lilac Lane for your proposed new subdivision traffic.
I Mr. Folsh has indicated he hopes to have plans for our Engineer to
review shortly. We would like to be able to present the plans with
his recommendation to the Shorewood City Council for their review
I and approval at their September 14th meeting. Having them one week
in advance for staff review would be very helpful. We understand
this is mostly Chanhassen's project, yet because Lilac Lane is
partially in Shorewood we will need to have our City Council
1 approve the plans.
