SUBJ: Assessment Hearing for 79th Street Improvement Project No. 91 -8

This is the public hearing for the 79th Street Improvement Project No. 91 -8. The project
I was completed earlier this summer with improvements consisting of westbound right turn
lane, concrete curb and gutter, storm sewer, street lighting, landscaping and a bituminous
overlay. The feasibility study identified those properties benefitting from this improvement
I project as being Lot 2 and portions of Lots 1 and 3 of the proposed Gateway First Addition.
The method of assessment is based on a front -foot cost consistent with the feasibility study
for the street improvements and related appurtenances, this amounts to a cost of $209.19
I per front foot. The storm sewer improvements have been determined to benefit Lot 2 and
Lot 3 only at a ration of 80% for Lot 2 and 20% for Lot 3 based on contributing runoff.
The corresponding front -foot rates consistent with the 80/20 split are $120.18 per front foot
1 for Lot 2 and $41.90 per front foot for Lot 3. The proposed project assessments are as
follows:

1 These assessments are somewhat higher than that predicted in the feasibility study due to
an underestimate of the required engineering costs, winter carryover of a nearly completed
I project, and the relatively small construction cost. Nevertheless, staff believes that these

I proposed assessments represent legitimate necessary project costs associated to complete the
improvement project. It is therefore recommended that the assessment schedule for the
79th Street Improvement Project No. 91 -8 be approved.
