Tonight's meeting was advertised in our last newsletter in the hopes that we could gain citizen participation in each of the budgetary meetings. Worksessions have been established by the Council as follows: September 14, 1992 1993 Budget-Initial Presentation of Revenue and Expenditures and Probable Tax Levies 1 October 5, 1992 Budget Worksession (Requests from Public Safety and Park and Recreation Departments) ' October 19, 1992 Budget Worksession (Requests from Planning and g � Engineering Departments) November 2, 1992 Budget Worksession (Debt Analysis /Final Revenue 1 Projections) - November 16, 1992 Budget Worksession (Optional) 1 0 AO / ' Final Public Hearing and Adoption of Tax Levies 1 As of the date of writing this report, we still have not received final numbers as they would apply to potential revenues available for 1993, i.e. we do not have our total tax capacity values, homestead credit, fiscal disparity contribution/distribution, etc. I am hoping that preliminary numbers as it applies to values in Carver County will be available for Monday night. As shown in the above work schedule, final revenue projections will be developed during October and will be available for our work session in November. 1 1 t0, PRINTED ON RECYCLED PAPER I Mayor and City Council September 14, 1992 Page 2 This meeting also, technically, includes the requirement to establish the initial budget (revenue and expense) for the Truth in Taxation notices which are to be sent during the months of October/November to each property owner. Similar to previous years, certification will be made I at a level which should not produce a tax increase. It will be interesting seeing the individual tax notices received by property owners to determine whether the above statement is true or not. It is important to note that the amount initially set can be reduced, but cannot be increased by I the Council as the budgetary hearings progress. If the City Council would desire to add another program(s), the costs of adding such would have to be supported by reductions in other operating budgets. The current certification is 5% higher than the operational levy for 1992, with the debt I portion of the certification being higher. (General obligation costs associated with the Frontier Trail and Minnewashta Parkway roadway projects will first be levied in 1992 for collection in 1993. As these are debt levies, they are what they are.) This meeting also includes the necessity 1 for the City Council to establish the official final public hearings which cannot be on the same dates as the county or school districts. For the City of Chanhassen, this presents an additional I hurdle in that we have three school districts and two counties. [Note: On August 10 staff originally recommended and the Council approved December 14. Unfortunately, that date was chosen prior to receiving notification from Hennepin County that the Eden Prairie School District I meeting could potentially be reconvened on December 14.] The hearing must be held between November 30 and December 31. The dates selected by the counties and school districts include: December 3, 7, 8, 14, 15 and 17. I would like to poll Council members on Monday evening to determine a public hearing date. 1 Assuming the City Council acts to approve this memorandum, such will technically be in the I form of a resolution. 1 Reminder: There will be a joint meeting with the Park and Recreation Commission on September 22, 1992. We will meet at City Hall at 5:30 p.m., and then go the Lake Ann Park for a site visit at the new shelter building. We'll return to City Hall at 6:00 p.m. and convene I the joint meeting (supper will be provided). There will be a joint meeting with the HRA on October 22, 1992, to discuss the HRA's capital 1 improvement budget (this should be fun!). The meeting time will be announced at a later date. 1 1 1
