I The bid opening for the Phase I of the Upper Bluff Creek Trunk Utility Improvements Project
No. 91 -17 was previously scheduled for Tuesday, September 8, 1992, however, due to the size
I and complexity of this project, a few addendums were necessary during the bidding process to
clarify and define some revisions and corrections. Given the addendums and the Labor Day
holiday, staff and the project consultant felt it would be appropriate to allow some additional time
I for the planholders to prepare the bids. Therefore, the bid opening for the Phase I of the Upper
Bluff Creek Trunk Utility Improvement Project has been rescheduled to Friday, September 11,
1992 at 3:30 p.m. This of course will be too late to report the bidding results prior to Council
1 packet distribution.
Given the time constraints to complete the work during the remaining fall construction season,
I I would propose to maintain this item as scheduled on the agenda. Staff and the project
consultant will review the bids received and confirm the low bidder prior to Monday night's
Council meeting. At the meeting, I will present the results of the bid opening, announce the
1 confirmed low bidder, and recommend an award of contract.

1 Dear Charles:
1 We have completed our final Engineer's estimate for City Project 91 -17, which is hid this
Friday. The estimated construction amount is $2,348,000.
1 The estimated construction costs for Phase 1 in the preliminary were approximately $1,840,000,
or $508,000 lower than the current estimate. The current estimate is higher than the report
estimate for the following reasons:
1
1.) The estimated costs for the proposed lift station have risen $370,000 from $440,000 to
i $815,000. The increased costs are due to additions to the lift station and additional
concrete and dewatering required by the high groundwater conditions at the site.
I 2.) The water main construction through the proposed Chanhassen Business Center site will
cost approximately $31,000 more because the site had not yet been graded
1 3) Pipe piling costs are approximately $36,000 more than estimated in the preliminary
report. This increase is due to a larger area of unsuitable soils than was originally
estimated,
1 4.) Approximately $38,000 in house services are included in the current estimate that were
1 not included in the original report estimate. The costs for these services will be assessed
to the developers.
5.) Sanitary sewer stubs crossing Bluff Creek were added for the proposed Chanhassen
1 Business Center and Bluff Creek Estates. The estimated additional cost for this extra
construction cost will be approximately $20,000,

6.) Finally, sanitary sewer and water main for the Stone Creek Addition have been included
in Phase 1. These utilities were originally scheduled to be in Phase 2. Therefore, an
estimated $160,000 that was listed as Phase 2 in the report is now part of Phase 1.
The attached table shows the estimated revenue from the proposed assessments. The estimated '
total revenue is $2,748,825. Using the estimated construction costs of $2,348,000 and a factor
of 21.5% for indirect costs, the total estimated project costs for Phase I are $2,848,000, This
results in a revenue shortfall of approximately $99,175.
We will further analyze the project costs compared to the preliminary report estimates once the
