SUBJ: Reject All Bids for 1992 Sanitary Sewer Rehabilitation Program 1 Project No. 92 -11 I On Tuesday, September 22, 1992, bids were received and opened for the 1992 Sanitary Sewer Rehabilitation Program, Project No. 92 -11. Unfortunately, only two bids were received, both being significantly higher than the engineer's estimate. Follow up contact was I made with the listed planholders to determine reasons for limited interest in the project. It was apparent by the limited dollar size of the project ($100,000), the late season construction schedule and the fact that both contractors had enough work scheduled for the 1 fall, thus resulting in the few bids received. The low bid was received from Specialty Contracting, Inc. at $150,832.40. The other bid was 1 received from Rice Lake Contracting Corporation at $380,000. Staff does not believe that the bids received represent a fair cost associated with the work involved. Given this late fall timeframe, there is not enough time to rebid the project, therefore, it is staffs' proposal to 1 not award this contract and carry forward these funds into next year's budget allocation to ensure a larger program and hopefully receive more favorable bids. I It is therefore r ecommended that all of the bids received for the 1992 Sanitary Sewer Rehabilitation Program, Project No. 92 -11 be rejected and that the remaining 1992 budget I allocation for this program be carried over and added to the 1993 budget for this program.
