1 SUBJ: Approve Joint Assessment Contract for 1993 -94 with Carver County
Attached please fmd the Joint Assessment Contract for 1993 -94 with Carver County to provide
property assessment services to the city. This document is the same as previous years except for
' a 5% increase in assessment fees, i.e. from $6.75 to $7.10 per parcel.
Recommendation
1 I recommend that the City Council adopt a resolution authorizing the Mayor and City Manager
to sign the attached Joint Assessment Control with Carver County for 1993 -94 at a rate of $7.10
1 per parcel.

I The current joint assessment contract which your jurisdiction has
had with the county office will expire shortly. Enclosed is the
I original copy of a new contract for a two year assessment period.
You will note that there has been no changes in the wording of the
contract, but that it does take a resolution on the part of your
I Board to enter this agreement.
There has been a change in the per parcel charge for this contract.
In their meeting held today, the County Board of Commissioners
1 passed a resolution setting a guideline that at least 45% of the
total cost to assess each parcel should be the charge levied in
this agreement. They did not want a range of costs for the various
I districts (as the current contract had), but rather the Board felt
that a flat rate per parcel is more easy to understand and to
administer. The rate established by those guidelines will be $7.10
I per parcel. This is an increase over the old contract, more for
some districts less for others, but it does what the Board
outlined.
I The reason these contracts are being forwarded to you so early is
so that you would have a chance to work with those figures in your
respective budgets. Please present this contract to your Board, if
I there are any questions, please contact me immediately. If your
Board finds this agreeable, please afix the signatures and return
this to my office. These contracts must be approved by the County
Board and by the State Commissioner of Revenue. My office will
I make copies of these contracts and forward them to the state after
all parties have signed; we will also return a copy to you for your
files.

CONTRACT FOR JOINT ASSESSMENT
This Agreement is made and entered into by and between City of
Chanhassen, a municipal corporation under the laws of the State of
Minnesota, hereinafter referred to as the City, and the County of
Carver, State of Minnesota, hereinafter referred to as County.
WHEREAS, the City desires to enter into an agreement with the
County to provide for the assessment of property in said City by
the County Assessor's Office; and
WHEREAS, the County desires to cooperate with the City in that
regard; and '
WHEREAS, M.S. 273.072 and M.S. 471.59 permit such an agreement
for joint assessment;
NOW, THEREFORE, in consideration of the mutual covenants
contained herein, it is agreed as follows:
1) That the City of Chanhassen, which is situated in the
County of Carver and which constitutes a separate assessment
district, shall have it's property within Carver County assessed by
the Carver County Assessor for the assessment dates January 2, 1993
and January 2, 1994. All work done necessary to the establishment
of the estimated market value for each Carver County parcel in City
of Chanhassen shall be performed by the Carver County Assessor or
by one or more of the licensed assessors under his direction and
supervision.
2) It is hereby agreed that the City and all of it's officers,

agents, and employees shall render full cooperation and assistance
to the County to facilitate the provision of the services
contemplated hereby.

3) The City shall pay to the County for the assessment of
property within Carver County the sum of Seven and 10/100 Dollars
($7.10) per parcel existing or created before the closing of the
relative assessment year.
4) Full payment of all claims submitted by the County Assessor '
for relative assessment dates shall be received by the County no
later than November 15th of the respective years.
5) The County agrees that in each year of this Agreement it 1
shall, by it's County Assessor or one or more of his deputies, view
and determine the market value of at least twenty -five percent
(25 %) of the parcels with the City. It is further agreed that the
County shall have on file documentation of those parcels physically
inspected for each year of this agreement.
6) It is understood by the parties that, pursuant to M.S.
273.072, this contract for Joint Assessment must be approved by the
Commissioner of Revenue. '

11 IN WITNESS WHEREOF, the City of Chanhassen has caused this
Agreement to be executed by its Mayor and it's City Clerk by the
1 authority of it's governing body duly adopted by resolution on the
day of , 19 , and the County of Carver has
caused this Agreement to be executed by it's chairman and county
1 assessor pursuant to the authority of the Board of Commissioners by
