BOX 147 • CHANHASSEN, MINNESOTA 55317 1 (612) 937 -1900 • FAX (612) 937 -5739 1 MEMORANDUM TO: Don Ashworth, City Manager 1 FROM: Charles Folch, City Engineer Q 1 DATE: November 4, 1992 SUBJ: Approve Plans and Specifications for Trunk Highway 101 North Leg 1 Realignment Authorize Advertising for Bids Project No. 88 -22B 1 The plans and specifications have been prepared for the Trunk Highway 101 North Leg I Realignment Improvement Project No. 88 -22B. The project plan set consists of 51 sheets and therefore could not be included with the Council packets, however, if anyone has any questions or wishes to review these plans, a set is available in my office. 1 This project is the third phase of a four -phase program to relocate Trunk Highway 101 out of the downtown area in Chanhassen. The final phase will construct the future Trunk Highway 101 I from Lake Drive East south to future Trunk Highway 212, however, with the completion of this North Leg project, Trunk Highway 101 will be redesignated out of the downtown area. I The project consists of construction and reconstruction of the roadway to an urban section with associated storm sewer utility, lighting, landscaping, park, traffic and railroad crossing signal improvements. Construction of the project will occur in stages implementing a bypass roadway I to maintain traffic service. However, the segment of West 78th Street east of Trunk Highway 101 will be closed, therefore, Dell Road will serve as the only access in an d out of the office industrial park during the construction of the project. I The ro'ect engineer has provided a detailed description of the elements of this project including P J g P P J g an estimated construction of $1,580,000 and a revised project schedule forecasting a completion 1 date of October 29, 1993. Some right -of -way will need to be acquired for this project. The exact cost for this acquisition is not yet known, however, it is not anticipated to significantly impact the total project cost. I The design and construction of the railroad crossing and signal guard is a specific standalone g g g g P element of the project which will be designed and constructed under a separate contract. It is therefore recommended that the City Council approve the plans and specifications for the I Trunk Highway 101 North Leg Realignment Project No. 88 -22B and authorize the advertisement for project bids. 1 jms Attachments: 1. Letter from project engineer dated November 3, 1992. 1 Manager's Comments (11- 5 -92): Funding for this project is through a special state law passed in 1989 allowing Chanhassen to I extend our Hennepin County Tax Increment District with the revenues solely dedicated to the realigned Highway 101 project. Collections were specified to be 1990, 1991 and 1992. As the special law is silent as to balances remaining at the end of 1992, our bond attorney believes that 1 underlying state statute would govern, i.e. "....or (4) return the excess amount to the County Auditor (Hennepin) who shall distribute the excess amount to the municipality (City of Chanhassen), county (Hennepin), and school district (Eden Prairie)....in direct proportion to their 1 respective local tax rates [MS 469.1 -- italics added]. The north leg Highway 101 project was originally scheduled for 1990. Delays in completing Highway 5 (State of Minnesota) and Dell Road (Eden Prairie) have moved this project to 1993. To ensure that potential law suits or I misinterpretations do not occur, it is vitally important that this project be formally bid, award of bids formally acknowledged, and that the 1992 year end closing and audit report show the costs of the project as a "contract payable" including "net assets" which recognize that "contract 1 payable ", i.e. a zero balance. I I am not aware of potential glitches which may arise as we move through the various approval processes. I do know that we cannot afford delays. The district was certified by the County Auditor on 6- 17 -81, and received its first increment in II 1982. However, special legislation, Article 14, Section 17, Laws of 1989, extended the life of this tax increment financing district to 12/31/92. Hennepin County will, therefore, remove all parcels in TIF 1850 from our tax increment financing district files - and will terminate this district from our active file of tax increment financing districts - for taxes payable in 1993. I We will also terminate payment of delinquent tax unless we hear from you by May 22, 1992, telling us how M.S. 469.176, Subdivision 1(h) may apply to these tax increment financing districts. The project is a continuation Urban Design of the phased relrocation of TH 101 from its currently designated route (through the downtown) to its future route along TH 5 and ThresherSquare Market Boulevard. 700 Third Street So. Minneapolis, Previous phases of the relocation have included the construction of MN55415 Market Boulevard from TH 5 south to the Rosemount Driveway (CP 88- 612/370 -0700 22) and the temporary connection from Market Boulevard to existing Fax612/370 -1378 TH 101 (CP 90 -20) . This project i s the third phase of the relocation. The final phase of the relocation is the proposed Minneapolis future construction of new TH 101 from Lake Drive East (Rosemount Phoenix Driveway) to future TH 212. Denver Orlando The scope of this project includes the construction /reconstruction San Diego of approximately 3,600 feet of roadway with an urban section Seattle (concrete curb and gutter) along with associated watermain, sanitary sewer and storm sewer improvements. The project also includes Donald W. Ringrose landscaping and lighting improvements, tennis court and park Richard P. Wolsfeld improvements and the installation of a signal system at the new TH Peter E. Jarvis 101 and West 78th Street intersection. Thomas F. Carroll Craig A. Amundsen The project includes construction staging and bypass roadway 1 Donald E. Hunt construction to enable TH 101 to remain open at all times during John B. McNamara construction. West 78th Street from Great Plains Boulevard to the Richard D. Pilgrim Chanhassen Office Complex will be closed to through traffic during Dale N. Beckmann stages of the construction. The project plans include detailed Jeffrey L. Benson staging plans which illustrate the proposed traffic routing. Ralph C. Blum Gary J. Erickson John C. Lynch Paul N. Bay Mr. Charles Folch, PE November 3, 1992 Page 2 The roadway construction proposed as a part of this project includes ' two at -grade crossings of the Twin Cities and Western Railroad tracks in the project area. This project includes the construction of roadways up to the railroad tracks; however, the required railroad track improvements and the installation of flashing light signals with gates at the crossings will be performed as a part of a separate bid package. We have prepared an Engineer's Cost Estimate for the project based - upon the completed plans. The following is a summary of the estimated construction costs. ITEM ENGINEER'S ESTIMATE Watermain Improvements $ 190,000.00 Sanitary Sewer Improvements $ 45,000.00 Storm Sewer Improvements $ 185,000.00 Roadway Improvements $ 750,000.00 ' Park Improvements $ 100,000.00 Landscaping Improvements $ 70,000.00 Lighting Improvements $ 130,000.00 Signal System Improvements $ 110,000.00 TOTAL CONSTRUCTION COST $1,580,000.00 It should be noted that this is the estimated construction cost only and does not include any administrative, overhead or land acquisition costs. The project plans will require the review and approval of the Minnesota Department of Transportation (Mn /DOT) since a majority of the improvements will be performed within Mn /DOT right -of -way. We have submitted the necessary permit applications and design information to Mn /DOT for their review, however, we have not yet received any comments. The Mn /DOT review process could result in some changes to the design of the proposed improvements as well as some changes in the project costs. We will work with Mn /DOT to try to obtain all necessary approvals prior to the proposed date of award for the project. This project will also require a permit from the Riley- Purgatory- Bluff Creek Watershed District. Project plans and a permit ' application will be submitted to the District for their approval. It is not anticipated that any difficulties will be met in obtaining this permit. 1 1 Mr. Charles Folch, PE 1 November 3, 1992 Page 3 We recommend that the City Council approve the plans and specifications and authorize the advertisement for bids for this project.
