MEMORANDUM ' TO: Mayor and City Council FROM: Don Ashworth, City Manager ' DATE: December 9, 1992 SUBJ: McGlynn Tax Increment District, Confirmation of Desire to See School Siting Occur in Chanhassen During the Planning Commission /City Council deliberations on the Comprehensive Plan, the southeast corner of Galpin Boulevard and Highway 5 was designated as "future school." During that time frame, Ryan Construction entered into a purchase agreement for the parent parcel which ' is larger than the school site itself. Ryan's ability to move ahead with developing the site has been hampered awaiting final decisions as to whether the smaller parcel would be a school or not. In the meantime, several decisions were made reaffirming Chanhassen's desire to see this ' parcel developed as a school, i.e. 1) we have sought and received approval from the state to build two bridges linking this parcel with the residential area to the north for pedestrian traffic; and 2) the McGlynn Tax Increment District was amended to include the costs of acquiring the subject site for school purposes. The school board is finalizing its decisions as to the location of schools for the proposed ' referendum. They are seeking our written confirmation that it is the city's desire to see a school located at the southeast corner of Galpin Boulevard and Highway 5 (see attached correspondence). In negotiations with the school district administration, our position has been that our city should not be treated differently than other cities vying for school sitings, i.e. the parcel proposed for the school in Chaska is proposed to be purchased by the school district at a cost of $15,000 per acre. Chaska has guaranteed that public improvement costs to the site will t not exceed $2,000 per acre. As you will note, the attached documents are based on the total of land cost and improvements ($17,000 per acre); and only the acreage necessary for the school itself would be purchased by the school in each of the two cities. Additional lands desired for ' park purposes or desired because of topography or wetlands would be a city cost. As stated earlier, the McGlynn Tax Increment District was amended to include the costs for the school acquisition. Our scheduled submittal date is December 17, 1992. Prior to that we will have a construction committee meeting on December 10, 1992 (which includes three of the School Board members) and a full School Board meeting= December 17, 1992 to endorse the respective sites under consideration. I This land will be made available to the District for a price not to exceed $17,000 per acre. This price will be in effect through 1993. Additionally, the price will include the necessary off -site I infrastructure improvements required for the District to develop the school. These improvements include, but are not limited to the Trunk Sanitary Sewer, the Water Main, the east /west Collector I Street and will be completed in time to correspond to the school development schedule (for further reference please refer to the October 28, 1992 letter from Bonestroo Engineers to Mr. Charles D. I Folch at the City of Chanhassen). Don, this letter confirms the commitments which were made by you to representatives of the School District during meetings of October I 21, 1992 and November 9, 1992.
