On Thursday, December 3, 1992, bids were received and opened for the Trunk Highway 101
Realignment North Leg, Project No. 88 -22B. A total of five bids were received with the low bid
submitted from C. S. McCrossan Construction, Inc. in the amount of $1,488,449.04. The span
from the low bid to the highest bid received was only 13% with the low bid being approximately
' $90,000 less than the engineer's estimate.
A reference check of C. S. McCrossan Construction, Inc. found them to have performed
satisfactorily on previous projects and are capable of performing this type of project. The project
is proposed to begin construction in late May of 1993 and be completed by the end of October.
Paving of the final wear course will occur in 1994.
r In previous staff reports, I have brought to the attention of letting a contract for this project
before the end of 1992 in order to implement the special tax increment district financing which
' has been committed for this needed improvement project. The low bid was submitted by an
established and capable contractor and was below the engineer's cost estimate. It is therefore
recommended that the Trunk Highway North Leg Realignment Project No. 88 -22B be awarded
1 to C. S. McCrossan Construction, Inc. at a bid of $1,488,449.04.
Manager's Comments: This is the project that needs to be let prior to the end of 1992. This
work will assure us that we have met the state's criteria for using Hennepin County tax increment
funds to pay for the project.

1 C.S. McCrossan has been involved in past projects with BRW, and we
have found them to be a satisfactory contractor who is capable of
I performing the work required by this project. We, therefore,
recommend award of the TH 101 Realignment (North •Leg) Project, CP
88 -22B, to C.S. McCrossan Construction, Inc., for the low bid price
II of $1,488,449.04.
C.S. McCrossan proposes to use the following subcontractors to

II crossings. These improvements will be performed under a contract
separate from this project. The schedule for the construction of
the track and signal improvements will be coordinated with the
II schedule for the roadway improvements.

It is estimated that the lead time necessary for the manufacture of the signal
systems and railroad crossing materials is approximately 6 months. Assuming
an award of contract for the railroad improvements in February 1993, adequate
time should be available to allow the railroad crossing and signal improvements
to be installed in July or August of 1993, matching the schedule for the
roadway improvements. A preliminary schedule for the railroad improvements
is attached for your information and review.

Let me first thank you for taking the time 'to review our
prospectus. Welcome to American Systems Technologies, Inc.. '
AST, Inc. is a full service engineering firm designed and formatted
to serve the Railroad industry, initially focusing on short lines
and regional railroads. Our primary objective at the beginning, as
it is .now, is to bring safe, cost effective, railroad signal
devices to these emerging enterprises.
I first formed the company on October 15, 1987, primarily acting as
a subcontractor to our suppliers on small signal jobs in Wisconsin.
our first major contract was signed with the Wisconsin & Calumet 1
Railroad on March 1, 1988. This contract encompassed all facets of
signaling, from engineering and maintenance to installations.
American Systems Technologies, Inc. received such warm reviews from '
the state agencies and the railroad that we soon signed many more
such contracts. We currently are responsible for over seven
hundred grade crossing warning devices, 15 interlocking plants, and
have installed or upgraded literally thousands of grade crossings
and train control points.
In addition to our contracted work as private company, AST, Inc.'s
forty -two full time employees (and growing everyday) have over 300
years signal experience. This experience ranges from project
engineer on multi - million dollar projects to computerized CTC
systems, installation of the most complex grade crossing warning
systems, to all phases of FRA testing requirements.

elaborate electronic nightmares. AST, Inc.'s independence allows

Wisconsin Regional Railroads, three in Illinois, one in Michigan,

your liability. We ar completely computerized and of course, we
have all the required insurances. These include: two million
dollar contractual liability, automobile, worker's compensation,
and railroad protective (five million dollars) as required. If
