The reprogramming includes $5,000 previously allocated to improving the handicapped access to old Village Hall, $500 I remaining from the construction of the handicapped accessible play structure at Chanhassen Elementary, and the transfer of $1,970 previously allocated to the senior citizen service plan. The proposed reallocation of funds will cover two project areas. The first is reallocation of I funds to improve staffing at the Chanhassen Senior Center. The second project is to reallocate some funds to complete the feasibility study for senior housing. I As to the first project, I believe that most of the members of the City Council are aware of the fact that Judy Colby, the city's first Senior Coordinator, has resigned her position. Judy was originally hired as a 12 hour per week employee through Senior Community Services. I Her service to the city and the senior community was extremely positive. However, it became clear some time ago that there simply was insufficient time to undertake the job of directing the center's operations and scheduling activities for senior programming. Some time 1 ago, I along with Todd Hoffman and the City Manager discussed the possibility of supplementing Judy Colby's hours. Judy indicated that she was not in a position to spend more time at teh center, and it was determined that the best possible option was to utilize I Dawn Lemme, who had proven to be a highly responsible temporary employee of the Park and Recreation Department. Dawn's background includes work in the areas of park and I recreation operations and programming, as well as senior programming. When we received notice of Judy's resignation, we looked towards putting Dawn on in a full time capacity with a significant percentage of her time dedicated to the Senior Center operation. The current 1 Is 1 u4u PRINTED ON RECYCLED PAPER 1 1 Don Ashworth September 21, 1992 ' Page 2 reallocation of funds to Senior Center operations will allow the city to use CDBG funds to pay a significant percentage of Dawn's salary. These funds include: Year XVIII Senior Center Operation funds totalling $8,736 1 Remaining unspent funds originally designated for Judy Colby $ 500 (approximately) 1 Remaining funds from the completed City Center Park Totlot Project $ 500 1 Reallocation of funds from old Village Hall! Handicapped Access $5,000 1 Thus, in the coming year we will have approximately $14,736 of block grant money available for use in covering a portion of Dawn's salary. In reallocating these funds, we do not believe that the city will be losing anything of significance. The only project which will be dropped from consideration would be the $5,000 which was allocated to improving handicapped accessibility at old Village Hall. In the last year, staff has done some preliminary work on the question of handicapped accessibility to the structure. We concluded that developing architecturally compatible access is likely to cost 1 considerably more than the $5,000 which had been allocated. Secondly, we found that to use CDBG funds for this purpose, we must first do an environmental assessment of the impact of the project on a potential historic structure. We found that this could cost anywhere from 1 $10,000 to $20,000 simply to allow us to spend $5,000, which hardly seemed to be a reasonable investment. Finally, when the Pauly/Pony/Przymus block is redeveloped, it appears as though there may be some potential for including improved access to this structure in whatever is developed on the corner at that time. Thus, staff is not greatly concerned with deleting this project. The second proposal to reallocate funds would take $1,907 allocated to a project called Senior Citizen Service Plan, and utilize these funds in combination with $17,396 previously allocated ' to complete the feasibility study for senior housing. The Council recently approved the contract for this proposal and work will begin shortly. The Senior Citizen Service Plan, which was to have been funded, was supposed to be a project that would result in the publication of a senior citizen services handbook. Staff was ultimately able to get this project completed using in -house staff, volunteer service from the Senior Commission members, as well as the donation of printing from Instant Web to complete this project without needing to ' use the federal funds. Thus, we have already been able to achieve this goal and believe the funds could thus be used by designating them towards the completion of the senior housing feasibility study. 1 1 1 Don Ashworth September 21, 1992 Page 3 STAFF RECOMMENDATION Staff recommends that the City Council adopt the attached resolution. 1 ATTACHMENTS 1. ' WHEREAS, The city of Chanhassen through a joint cooperation agreement with Hennepin County is a participant in the Urban Hennepin County Community Development Block Grant program, and 1 WHEREAS, the city of Chanhassen and Hennepin County have executed Hennepin County Contract No. A- 07441, the Year XVII Subrecipient Agreement, wherein the ' city agrees to assume certain responsibilities for the implementation of approved community development activities in the Urban Hennepin County Community Development Block Grant program, and ' Whereas, the city of Chanhassen held a public hearing on to consider public comments on a proposed amendment to the Year XVII Urban Hennepin County Statement of Projected Use of Funds, BE IT RESOLVED, that the city of Chanhassen amends the Urban Hennepin County Statement of Projected Use of Funds for Year XVII by reallocating $5,000 from Handicap Access Old Village Hall (Project 014) to Chanhassen Senior Center ' Operation (Project 916) and the transfer of $1,970 from Senior Citizen Service Plan (Project 015) to Senior Housing Study (Project 016). BE IT FURTHER RESOLVED, the City Council of Chanhassen authorized the Mayor and the City Manager to execute Amendment No. 1 to Contract A- 07441, to implement the subject amendment to the Year XVII Urban Hennepin County Statement of Proposed Use of Funds. 1 1 1 1 1 1 1 1 1 1 NOTICE OF PUBLIC HEARING AMENDMENT OF YEAR XVII STATEMENT OF PROJECTED USE OF FUNDS FOR THE URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT NOTICE IS HEREBY GIVEN that Hennepin County and the City of Chanhassen will hold a public hearing on Monday, September 28, 1992, to consider a proposed amendment to the Year XVII Statement of Projected Use of Funds for the Urban Hennepin County Community Development Block Grant Program, funded under Title I of the Housing and Community Development Act of 1974 as amended. The proposed amendment is the reprogramming of $5,000 from Handicap Access Old 1 Village Hall (Project 014) and $500 from Handicap Access City Center Park (Project 013) to Chanhassen Senior Center Operation (Project 916) and the transfer of $1,970 Senior Citizen Service Plan (Project 015) to Senior Housing Study (Project 016). Copies of the proposed Funding Request and the Urban Hennepin County Citizen Participation Plan are available at City Hall for review prior to the hearing. The hearing is to be held on Monday, September 28, 1992, at 7:30 p.m. in the City Hall Council Chambers located at 690 Coulter Drive. This public hearing is being held pursuant to a joint cooperation agreement between Hennepin County and the City of Chanhassen pursuant to MS 471.59.
