Be r« re ( ) y development could occur in I the MUSA expansion area, it v.( imp - ative to perform a study on the trunk sanitary sewer and terms facility needs. Following a selection process, the consc cons tin g e '= ineering firm of Bonestroo, I Rosene, Anderlik & Associates (BRA) as authorized by the City Council to perform the nee. - d study. As the study was being c "ucted, it beme apparent that in order I to properly determine °e needs of thi area two large adjacent areas (the 1995 study eas and the Lake - -.- iley area) , also needed to be evaluated con0 rrently. Continui investigation revealed II additional fundamental questions regardi Chanhassen's ultimate sewer and Ovate . 1 , .. : ,, Y° , ;, _ %. e need for a more comprehensive °ana - - • ultimate needs of the II City. Thus, h`" e ara t --- .,.- •• - ary Sewer Policy Plan ahr , ja Co mprehensive Water Supply and Dis .cation Plan were ordered in''eer, 1991. These compre a plans are expected to be complete"'d' II The MUSA expansion area is defe ge nerally defined as that area west of Audubon Road, south Lucy Road, east of Trunk I '' Highway 41 and north of Lyman B..evard. The entire area has been divided into five districts: Lake Lucy, sake Ann, Upper Bluff Creek, Lower Bluff Creek and Lake Riley. The recommended sanitary I sewer and watermain facility improvements have been designed to meet the ultimate needs of the respective district and provide adequate capacity for the system, as a whole, when the City has reach its full development (ultimate saturation) population. II Pt PRINTED ON RECYCLED PAPER I /I Don Ashworth 1 February 4, 1992 Page 2 The recommended system improvements include trunk sanitary sewer and watermains, five lift stations and associated forcemains, future wells and three elevated water storage facilities. Discussion is also provided on future inter - community water connection as recommended by the Metropolitan Council's recent "Metropolitan Area Water Supply Plan ". During this MUSA study process, staff and Mr. Robert Schunicht of BRA, the project consultant engineer, have been working with the Metropolitan Waste Control Commission (MWCC) to receive additional flow capacity for the City from the unallocated excess capacity in the Red Rock Interceptor in Eden Prairie. Following further 11 investigation and numerous discussions, the MWCC has granted- Chanhassen an additional 3 million gallons per day (MGD) of capacity in the Red Rock Interceptor, yielding a total capacity allocation of 16.1 MGD for the City. Chanhassen's estimated total flow at saturation population is 18.8 million gallons per day. However, given future infiltration /inflow (I /I) reduction and potential flow diversion and surcharging, it may possible for the Red Rock Interceptor to serve nearly all of Chanhassen's sanitary sewer needs. Mr. Schunicht will be on hand at the City Council meeting on 1 February 10, 1992 to provide a presentation of this study and the associated findings. Therefore, it is recommended that this report be adopted as the P P interim guide for trunk sanitary sewer and watermain systems in the MUSA expansion area, pending completion of the Comprehensive Sewer 1 Policy Plan and the Comprehensive Water Supply Distribution Plan and that the following charge system be adopted for financing the trunk sanitary sewer and water systems: 1 1 1 1 1 . 1 Don Ashworth February 4, 1992 Page 3 1 Land Use Type Units/ Trunk San.
