The proposed sanitary sewer fac a.,%:'- � �� : ' consist of trunk

elevated water storage facilities. Due to the uncertainty in the
exact timing of these proposed developments and the size of this
I. overall project, the recommended system improvements have been
split into two phase, divided primarily by the Twin City Western
Railroad. Phase I will consist primarily of system facility
improvements south of the Twin City Western Railroad and is

proposed for 1992 construction at a cost of approximately $2.2
million. Phase II will consist of improvements north of the Twin
City Western Railroad and is scheduled for 1993 construction at a
total cost of $2.3 million.
These facility improvements are proposed to be financed through a
combination of tax increment financing and special assessments. A
detailed cost estimate and preliminary assessment roll is provided
within the study report. It should be noted that the fairly new
large lot developments located within the Timberwood Estates
Addition and Sun Ridge Court Addition are not proposed to be
assessed for this project. At such time in the future that these
neighborhoods request City sewer and water service, their share of
these trunk system improvement costs will be recovered through the
City's hook -up charge.
The project consultant engineer, Mr. Bob Schunicht of BRA, will be
on hand at the council meeting to provide a presentation of the
feasibility report and answer any questions accordingly. 1
The current project schedule calls for the presentation of the
feasibility report to the City Council on February 10, a
neighborhood meeting to be held on Wednesday, February 12 and a
public hearing at the City Council's regular meeting on February
24, 1992. Therefore, it is recommended that the City Council
receive the feasibility report for trunk sanitary sewer and
watermain improvements to the Upper Bluff Creek District, Project
No. 91 -17, and that a public hearing on the findings of this report
be called for February 24, 1992. 1
