Improvements in the Upper Bluff Creek District

1 After receiving a petition from Ryan Construction Company,
developer of the Chanhassen Business Center property located in the
southeast quarter of Section 15'imnnediately west of Audubon Road
I and south of the Chicago, Milwaukee, St. Paul, Pacific Railroad
corridor, the City Council took action at their regular meeting on
December 9, 1991 to authorize preparation of a feasibility study
for trunk sanitary sewer and watermain improvements in the Upper
I Bluff Creek District. Since initiating this study, the City has
received a number of inquiries concerning the development of
properties local to the Upper Bluff Creek area (see attachments).
I Specifically, the City has received, a preliminary plat for
approximately 90 acres of land located in the northeast quadrant of
County Road 19 and Lyman Boulevard with a purchase agreement
I secured by Hans Hagen Homes. Ms. Betty O'Sbaughnessy, the owner of
parcel JRB117 located in the southwest quadrant of Trunk Highway 5
and County Road 117 has also submitted a formal petition to be
included in the feasibility study. Finaily, staff has received
I information indicating that Ryan Construction Company is also
pursuing development of the property located immediately north of
the railroad corridor and west of Audubon Road.
A Given the apparent develo interest in this area, it would seem
to be a very appropriate and opportune time to expand the original
study scope to include these adjacent properties in the feasibility
I study which will address the sanitary sewer and watermain needs for
the entire service area. I have requested that Mr. Robert
Schunicht, project consultant engineer with Bonestroo, provide a
II cost estimate to expand the study scope to include these areas.
Mr. Schunict has submitted a proposal (see attached) with the
needed work effort involved at an estimated additional cost of
II $5,500 to the original study proposal of approximately $12,000.

' Given the formal requests from Mr. Hans Hagen and Ms. Betty
O'Shaughnessy and the apparent continuing development of Ryan
Construction Company in the area, it is recommended that the study
area for the previously authorized feasbility study for trunk
sanitary sewer and watermain improvements for the Upper Bluff Creek
District, Project No. 91 -17 be expanded to include the entire
undeveloped service area north of Lyman Boulevard south of Trunk
Highway 5 west of Audubon Road with the inclusion of the
O'Shaughnessy property immediately southwest of the intersection of
Trunk Highway 5 and Galpin Boulevard at an estimated cost of
' $5,500. The entire expanded feasibility study is expected to be
completed for City Council presentation on February 10, 1992.

I As requested, we have reviewed the expanded scope of the Upper Bluff Creek Feasibility Study
to determine the additional cost of the study. Based on our review, we are requesting an
additional $5,500 to complete the expanded study.
I The original Upper Bluff Creek study area incorporated the area between Lyman Boulevard
and the railroad. Based on requests from Hans Hagen, Roman Roos and Ryan Construction,
.I the study area has been expanded northerly to Highway 5 and westerly of Galpin Boulevard to
incorporate the Roos property. The additional cost of studying the sanitary sewer and water
main systems for the expanded study area are summarized below:

Re: Request for feasibility study Bluff Creek Watershed
Dear Mr. Krauss: '
This letter is my formal request to have our 85 acre parcel known
as JRB 117 included in the sewer and water study now in process.
The parcel is the southwest quadrant of County 117 and Highway 5.
I understand there will be some cost included and it will be a pro
rate share of the costs of the total engineering study. I assume
these cost will be less than $5000.00 and that the total costs will
be shared by all affected land parcels included in the study.
